Analysis/Strategic Goals/Pro's 8t Con's: Between December, 2004 and January, 2008 Public Works performed emergency repairs at Upper Hoh Rd. MP 7.7 to MP 8.0 under Federal Aid Project No.'s ER-0501(015) and ER-0801(025), constructing a total of 1,400 lineal feet of armored bank protection. Remaining work consists of mitigation required by the Washington State Dept. of Fish l't Wildlife (WDFW). Mitigation will be satisfied by replacing the culvert at Alder Creek Tributary, Upper Hoh Road MP 2.15, with a WDFW-approved, fish passable structure. This Call for Bids is for construction of the new culvert at Alder Creek Tributary, which will be a 25-ft. span,. precast, reinforced concrete 3-sided structure. Fiscal Impact/Cost Benefit Analysis: The Engineer's Estimate is $633,069. This will be funded at 86.5% by the Federal Highway Administration, with the remaining 13.5% provided by the Rural Arterial Program (RAP) and the County Road Fund. Recommendation: The Board is requested to sign the Call for Bids, and return to Public Works. Department Contact: Mark Thurston, P.E., Project Manager, 385-9160. ~~.~ Date NOTICE TO CONTRACTORS CALL FOR BIDS Alder Creek Tributary Culvert Replacement County Project No. X01781 Notice is hereby given that the Board of County Commissioners of Jefferson County, State of Washington, will receive sealed bids up until the hour of 9:30 a.m. on Monday, February 4, 2013 at the Office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820 Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368, for construction of the Alder Creek Tributary Culvert Replacement, County Project No. X01781. Sealed bids will be opened and read publicly at 10:00 a.m., or shortly thereafter, on the same day in the Jefferson County Commissioners Chambers, basement level of the Jefferson County Courthouse. This contract provides for the improvement of Upper Hoh Road by replacing the culvert at Alder Creek Tributary, at milepost 2.15 in West Jefferson County near Forks, Washington. Work includes furnishing and installing a new 25 ft. span precast, reinforced, 3-sided, concrete box culvert with precast footings and precast wing walls, constructing and removing a temporary traffic bypass, stream restoration, repaving, guardrails, site restoration, and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. The Engineers Estimate is $633,069. Bids shall be submitted in accordance with the plans and specifications on file at the Department of Public Works, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained by prospective bidders. Hard copies and/or electronic copies may also be obtained by calling the Department of Public. Works at (360) 385-9160. Each bid shall be accompanied by a surety bond, postal money order, cash, cashiers check or certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract and file an acceptable surety bond in the amount of 100% of the contract price within twenty (20) days of the award. The Board of County Commissioners reserves the right to reject any and all b-ids, and to accept the .bid deemed most advantageous to Jefferson County, and to waive all informalities in the bidding. Jefferson County, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued ,pursuant to such. Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.
