MINUTES
Week of December 10, 2012
Chairman John Austin called the meeting to order at the appointed time in the presence of
Commissioner David Sullivan and Commissioner Phil Johnson.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
citizens in attendance at the meeting and reflect their personal opinions:
• A citizen commented on the Jefferson County Transit Authority budget and asked that the
possible Sunday bus service cancellation be postponed until all options have been accounted for;
• A citizen asked the Board to not allow roadside herbicide spraying and inquired as to why there
has been no action regarding the petition that was submitted with 5,000 signatures requesting the
banning of herbicide spray on roadsides;
• A citizen discussed the lasting effects of the Bush Administration;
• A citizen requested the Board's correspondence log state the subject line of correspondence
verbatim and commented on previous public comments adding that the lasting effects of the
Bush Administration was actually due to the Clinton Administration; and stated this is the second
to last meeting of Board because the world will end December 21; and
• A citizen stated the Board is required to follow the rules of the Open Public Meetings Act in
regazd to recessing and adjourning meetings.
APPROVAL AND ADOPTION OF CONSENT AGENDA: Commissioner Johnson
moved to approve all the items on the Consent Agenda as presented. Commissioner Sullivan seconded
the motion which carried by a unanimous vote.
1. AGREEMENT, Change Order No. L• Larry Scott Trail Project No. CR1069; Additional
Amount of $8,429.24 for a Total of $153,360.34; Jefferson County Public Works; Seton
Construction
2. AGREEMENT NO. DTFH70-11-E-00039: Snow Creek Road M.P. 3.78 Culvert Replacement,
County Project No. CR1899; In the Amount of $78,293; Jefferson County Public Works; Shearer
Design, LLC
3. AGREEMENT NO. LA7177, Supplemental No. 2: Quinault South Shore Road M.P. 1.14 to
M.P. 1.28, County Project X01848; Additional Amount of $23,000 for a Total Amount of
$433,000; Jefferson County Public Works; Washington State Department of Transportation
4. AGREEMENT: Conservation Futures Program; Tamanowas Rock and Nicholson Short Plat; In
the Amount of $200,000; Jefferson County Public Health; Jefferson Land Trust
5. Advisory Board Reappointment: Jefferson County Noxious Weed Control Board; Four (4)
Year Term Expires March 10, 2016; Representing District No. 5, Pat Robinson
6. Payment of Jefferson County Vouchers/Warrants: Dated November 28, 2012 Totaling
$7,415.88

Approval of Minutes: Commissioner Johnson moved to approve the meeting minutes of
November 19, 2012 as presented Commissioner Sullivan seconded the motion which carried by a
unanimous vote.
COMMISSIONERS BRIEFING SESSION: The Commissioners each provided
updates on the following items:
Chairman Austin participated in a Washington State Association of Counties training for newly elected
Commissioners and met with Representative Steve Tharinger regarding funding for the Washington
State Department of Natural Resources (DNR) Trust Land Transfer last week.
Commissioner Sullivan attended an Olympic Area Agency on Aging (O3A) meeting, a Peninsula
Development District (PDD) meeting, a Resource Conservation and Development (RC&D) meeting and
a Clean Water District meeting last week.
Commissioner Johnson participated in a Hood Canal Coordinating Council (HCCC) meeting last week.
He will be attending an Olympic Air Pollution Control Board meeting and meet with WSAC staff in
Olympia this week.
The meeting was recessed at 9:47 a.m. and reconvened at 1:33 p.m with Chairman Austin
and Commissioner Sullivan present. Commission Johnson arrived shortly thereafter.
Letter of Support: Commissioner Sullivan moved to approve a letter to Governor Elect
Jay Inslee and Washington State Legislation Delegation supporting the Marine Tourism Bill.
Commissioner Johnson seconded the motion which carried by a unanimous vote.
Clerk Note: Washington State Legislation Delegation: Representative Adam Smith, Representative
Jaime Herra-Beutler, Representative David Reichert, Representative Jam McDemott, Representative
Norm Dicks, Representative Cathy McMorris-Rogers, Representative Doc Hastings, Representative Rick
Larson, Senator Patty Murray and Senator Maria Cantwell.
Letter afRequest: Commissioner Johnson moved to approve a letter asking Governor
Elect Jay Inslee to provide funding to the Washington Wildlife and Recreation Programs. Commissioner
Sullivan seconded the motion which carried by a unanimous vote.

• Commissioner Johnson will attend a Olympic Regional Clean Air Agency

• Chairman Austin and Commissioner Johnson will attend and
Commissioner Sullivan is tentatively scheduled to attend a Quilcene
Museum event December 12, 2012
• Chairman Austin and Commissioner Sullivan will attend and County
Administrator Morley is tentatively scheduled to attend a Futurewise
Western Washington meeting in Kitsap County December 14, 2012
• Commissioner Johnson will attend a Port Townsend Paper Corporation
(PTPC) contract signing with Bonneville Power Administration
• The Board and County Administrator Morley will attend Pat Pearson's
retirement party December 18, 2012
• Commissioner Johnson will attend the School of Fine Woodworking and
Historic Preservation graduation ceremony December 19, 2012
• Chairman Austin and County Administrator Morley will be attending a
Jeffcom Board meeting December 20, 2012
• Chairman Austin and Commissioner Sullivan will attend a Jefferson
County Board of Health meeting December 20, 2012
• Commissioner Johnson will be out of the office December 20, 2012
through January 2, 2013
• Chairman Austin will be out of the office January 30 through February 10,
2013

David King, City Council member Kris Nelson, Public Works Director Frank Gifford, County Engineer
Monte Reinders, Engineer III Josh Peters and the Board discussed a possible approach to legislators for
transportation funding options.

Port Hadlock Sewer and Upper Hoh Road Discussion with Congressman-Elect Derek
%i[mer: Public Works Director Frank Gifford, County Engineer Monte Reinders, Engineer III Josh
Peters, Associate Planner Lead Joel Peters and Engineering Services Manager Jon Watson informed
Congressman-Elect Derek Kilmer and the Board of the status of the Port Hadlock Sewer/Wastewater
project and the budget restrictions of maintaining the Upper Hoh Road.
NOTICE OFADJOURNMENT: Commissioner Johnson moved to adjourn the meeting
at 4:28 p.m. until the neat regular meeting or special meeting as properly noticed. Chairman Austin
seconded the motion. The motion carried.
