HomeMy WebLinkAbout011 13A STATE OF WASHINGTON Jefferson County In the Matter Terminating the Housing } Action Plan Network Committee (HAPN) } RESOLUTION NO. ~ t-13A and Direct Staff to Assist in the Transition } to a Shelter Providers Network Model } WHEREAS, the City and County are facing budgetary constraints which impact their ability to support the joint Housing Action Plan Network Committee; and WHEREAS, The City of Port Townsend Ciry Council approved Formation of the Housing Action Plan Network Committee on October 2, 2006 (Resolution 06-026) and the Board of County Commissioners approved formation of the committee on November 6 2006 (Resolution 69- 06); and WHEREAS, pursuant to County Resolution 013-11, City Resolution 11-006: the Housing Action Plan Network Committee will sunset on March 28, 2014 "unless sooner terminated by a resolution or ordinance adopted by either the Board of County Commissioners or City Council or otherwise extended by joint ordinance or resolution; ' and WHEREAS, on November 20, 2012, HAPN members unanimously voted to support the group's transition to a new format modeled after the Clallam County Shelter Provider Network; and WHEREAS, the benefits of the Shelter Provider Network include: 1. Addressing the full range of housing needs in Jefferson County (from homelessness to homeownership) without limitations of politics, staff time or legislative direction 2. Creating a cooperative group open to more membership than the HAPN establishing resolution provides and formal appointment not needed 3. Providing greater opportunity to regionalize our efforts with the Clallam Shelter Provider Network given some of the members in common 4. Reducing competition for grants given they will prioritize projects as a group and support grant applications as a group. The Clallam SPN is well respected from a statewide funding perspective. Resolution No. 11-13A Termination of HAPN Page: 2 5. Allow City/County staff to participate without expending large amounts of time and expense on noticing and administrative work. NOW THEREFORE BE IT BE FURTHER RESOLVED by the Jefferson County Board of County Commissioners that the Housing Action Plan Network Committee is hereby terminated. Staff is directed to assist in the transition to a Shelter Providers Network Model in coordination with OIyCAP, DOVE House, and Peninsula Housing Authority. Presentation at the QUUF Jan 12, Saturday. Foreclosure Foreclosure Mediation - (Colette Kostelec, Attorney at Law) Mediation 3:50 ' Foreclosure Fairness Act effective in July of 20 ] 1 and mediations under the FFA. How will the MERS decision affect foreclosures in Washington? One amendment since adopted in July of 201 l to get tenders and homeowners to talk and avoid foreclosure. The timeframe of mediation for home owners who are in default is. I . Pre foreclosure notice 30 days to meet and Stan talking "Meet & confer" 2. 90 days total to get agreement. This is to include the previous 30 days (identified above #1). i 3. When no agreement then the lender will record a notice of default. 30 days is the minimum that a lender can record the notice of default. The 30 day count starts at the end of 90 days (identified above #2). This applies for owner occupied residential property. 4. If the Housing Office Center request mitigation it is through housing counselor or attorney. 5. Request mitigation has 87 days which is counted from the end of 90 days (identified above #2). Lender must have had 250 foreclosures in previous year "trustee sale" to be required to follow this process. Can do loan modification with bank in [he first 30 to 90 days. Borrowers are on own for this. There aze computer programs for this process. it Habitat doesn't do 250 trustee sales in a year so not subject to this but could choose to use this process Can talk about short sale in mediation -exit graceful if numbers don't work. Borrower can get a pwchaser to approach lender to see if they will accept short sale borrower's needs to understand tax implication. 10-99 gifts is an option. Short sale and forecloswers both similar in affecting credit rating according to Aimee Dennis. Owners can choose to release deed and hand over house to lender. Housing counselors are free to borrowers. Washington Housing Finance Commission website has current list. City/County staffing of HAPN advisory committee's will be revisited in 2013. HAPN needs to eleM a Elections chair and vice chair and discuss plans for 2013. Please come prepared 4:20 pm with creative solutions to address the government's induced ability to staff th is board. Judy: The city has had a reduction of workforce of 1.5 people. The PT DCD has 5 on staff currently. The city council is reassessing how to staff meetings. HAPN does not have a chair for the committee. Jody can'[ fill the role in 2013. We need to discuss about who can chair, vice chair and where to meet. Stacie: Jefferson County has had reduction in work force over the years. JC DCD had 25 FTE in 2008, l3 PTE in 2012, 9.6 FTE in 2013. In 2013 all of DCD staff will be reduced to a 32 hours a week. We would like to have the group come up with creative solutions to keep the Network in place. Steve Emery states focus is on a regional structure missing the economic development component. Craig Weir is the economic development representative from'feam Jefferson which is the economic development engine for JC. Laura from WSU stated economic development is part of their mission. Judy states the chair position is not a huge time commitment buttrying to find a speaker is the main component of the time required. In addition drafring the agenda is required which is shared with the city and county currently. Pam states we could be better if not under the regulations of the county and this could free up time and opportunities. Pam would like to include the HAPN group to include more folks. We need to work together and prioritize. In Clallam i[ is open to anyone who can attend. Tied together with continuum of care notjust affordable housing. Homelessness to home ownership. Clallam County Shelter Providers Network (SPN)-Serenity House & Housing Authority co-chair it. Make sure the agendas are done and get speakers from statewide funding perspective. The SPN is well respected. In Jefferson County it could be PHA & Olycap that co-chairs. They have a separate homelessness task force that addresses the recording fee dollars for homelessness. The experience and tenacity of that group of people is great. They meet one time a month on the 3'° Wednesday of the month in a church in Port Angeles. OlyCap conference room can do video conferencing. This approach would give an opportunity to regionalize our efforts. We need to reduce competition for funding. Stacie states she wasn't looking forward to this conversation and I am glad to see the energy in the room. This could be a springboard taking_ 4of6 ; I ' us to the next phase. Judy would be good if today we elected a chair and supported moving to the SPN model. Laura thinks it sounds excellent. Aimee agrees. Beulah is willing to be chair or co-chair. She would like help. Pam thinks co-chair would be good. Motion for Beulah chair and Pam to vice chair. The motion was made by Kathy and seconded by Steve. Unanimous 9-0-0 vote. Home buyers classes through Work Force Commission (WFC). WFC has more assistance available. Prices still low. Down payment assistance is available. The Network is charged with shelter, housing, and supportive services to homeless and at developing and implementing the County's Continuum ofCm~e risk persons and families in Clallam County. Support the group's transition to a new format modeled after the Clallam County Shelter Provider Network. ANALYSIS/STRATEGIC GOALS/PROS and CONS: At the November 20, 2012 meeting of the HAPN committee members unanimously voted to support the group's transition to a new format modeled after the Clallam County Shelter Provider Network. Given the City and County's budgetary constraints, it is anticipated that staff s ability to support the board will be reduced. HAPN members were asked for creative solutions. Pam Tietz of the Peninsula Housing Authority described the Shelter Provider Network of Clallam County. She believes it would be a good model for the housing providers in Jefferson County to emulate. The group is open to all, not by government appointment. Pam Tietz and Kathy Wahto of the Serenity House co-chair the group. Several members of HAPN familiar with SPN agreed with Pam's assessment. Staffing committees is included in the department's annual budget. Approving this resolution will free up staff time to work on other projects.
