SUBJECT: BID AWARD re: Official County Newspaper
STATEMENT OF ISSUE:
RCW 36.72.075 requires that the County call for bids for the Official County Newspaper each yeaz.
ANALYSIS:
A call for bids was published on January 30 and February 6, 2013 which resulted in the submission of two
bids that were received and opened during the Board of County Commissioners' regular meeting on March
11, 2013. Upon review of the bids, a recommendation for bid award has been prepared and is submitted for
approval.
RECOMMENDATION:
Award the bid fox the official County newspaper to the Port Townsend/Jefferson County Leader so that a
contract can be drafted for approval at the first meeting in April as required by RCW.

Recommendation: VJe recommend that the bid for the publication of legal notices for 2013 be awarded
to the Port Townsend -Jefferson County Leader for the following reasons:
• Even though the Leader's column inch rate of $7.75 is higher than the PDN's column inch rate of
$6.00, the PDN's cost per square inch is 21% higher than the Leader's.
• The circulation of the Leader in Jefferson County is over 2 times greater than the circulation of the
PDN (21 % of County population (OFM 2011 Estimate - 30,050) for the Leader and 10% for the
PDN)
