Subject: Supplement No. 4 to Local Agency Agreement Number LA-6323 with the
Washington State Department of Transportation for the Larry Scott
Memorial Trait Segment 4 Acquisition Project No. 1069.
Statement of Issue: Supplement No. 4 to the Agreement with the Washington State
Department of Transportation {WSDOT). The original Local Agency Agreement was approved
by the Board on September 9, 2012. Washington State Department of Transportation has
recommended a minor correction to the original Supplemental No. 4 document. This
supplement package contains a Local Agency Agreement Supplement No. 4 (revised)
document for authorization.
Analysis/Strategic Goals/Pro's ft Con's: Right of way is acquired for the Larry Scott Trail on a
voluntary basis from supportive landowners. Due to the tong term nature of these
acquisitions the Department of Public Works is now prepared to finalize the certification
process with the assistance of Washington State Department of Transportation. The attached
Local Agency Agreement Supplement No. 4 re-allocates a portion of previously obligated
funds to pay for these WSDOT services.
Fiscal Impact/Cost Benefit Analysis: The re-allocation of project funds requires funding from
the local matching funds. WSDOT Services are estimated at $ 8,000.00. Including this
supplement, the subject project has included $57,000 in local funds and 5293,200 in Federal
Funds.

Recommendation: The Board is requested to sign alt three copies of the Local Agency
Agreement Supplement No.4 document and return them to Dept. of Public Works for further
processing.
