The projects seek to permanently protect and restore floodplain habitat for the purpose of salmon recovery. ANALYSIS/STRATEGICANALYSIS/STRATEGIC GOAD: The Quilcene Acquisitions 2012 Project entails the fee-simple acquisition of up to three parcels (Bergeson and Newman) totaling 2.1 acres of floodplain. The primary focus of the Dosewallips and Duckabush Acquisitions 2012 Project is the fee-simple acquisition of up to two parcels (Berntsen-Poetter) totaling 21.9 acres of floodplain. All of the acquisitions would be from willing sellers. The SRFB grants also fund the removal of existing structures and onsite systems, treatment of invasive species and restoration of native vegetation. These projects were ranked #3 and #6 respectively of ten projects approved in 2012 by the Hood Canal Coordinating County Lead Entity and the state's Salmon Recovery Funding Board (SRFB). Matching funds will be provided by a portion of the value of floodplain properties (Larson and Fulton) previously acquired by the county along the shore of the Dosewallips River using Secure Rural Schools Title III funds. This year, Environmental Health, in partnership with the Jefferson Land Trust, is also applying for a small amount of conservation futures funds for the Duckabush project in order to make those parcels eligible to receive operations and maintenance funding in the future. The Quilcene project parcels are adjacent to or near other floodplain properties acquired through the efforts of Jefferson County Public Works Department and conservation organizations such as the Hood Canal Salmon Enhancement Group and Jefferson Land Trust as part of a long-term effort to restore the lower floodplain and estuary. The Duckabush parcels are located in one of the few active alluvial reaches of the lower Duckabush River that has not been impacted by shoreline armoring. The parcels contain vitally important off-channel salmon rearing habitat, intact wetlands, and shoreline bordering critical spawning habitat for ESA listed Chinook salmon. The total project cost for the Dosewallips and Duckabush Acquisitions 2012 Project RCO #12-1385C is $406,206.00 and the total project cost for the Quilcene Acquisitions 2012 Project RCO #12-1384C is $257,900.00. In each case, all of the cash necessary to complete the acquisitions and restoration (Duckabush: $345,275.00; Quilcene: $257,900.00) is being available by the SRFB. There is no impact the county's General Fund from either agreement. REVIEWED BY: FISCAL IMPACT: The cost for this workshop is negligible.
