HomeMy WebLinkAbout051313_ca05Consent Agenda JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS CONSENT AGENDA REQUEST TO: Board of County Commissioners Philip Morley, County /Administrator FROM: Carl Smith, Director ~~- Stacie Hoskins, Planning Manager l°'~~ Zoe Ann Lamp, Associate Planner, HRD Lead DATE: May 13, 2013 SUBJECT: Appoint Cynthia Jayne to the Climate Action Committee (CAC) ATTACHED: 1) Climate Action Committee Membership Roster -December 11, 2012 (current) STATEMENT OF ISSUE: The Jefferson County and City of Port Townsend Climate Action Committee, established in January 2008 as a joint City/County committee, is considering Cynthia Jayne for membership. An existing roster of membership is attached for your review and consideration. ANALYSIS/STRATEGIC GOALS: Jefferson County and the City of Port Townsend have adopted a joint resolution (County 44-07 and City 07- 022) to commit to addressing energy use and climate change and global warming. The resolution establishes a joint City/County committee herein called the Climate Action Committee (CAC). The Composition Terms of Office and Procedural Rules for the Climate Action Committee aze set forth in Resolution 08-001 which includes in part: As The Chair of the BoCC and the Mayor in consultation with the County Administrator and City Manager shall review letters of interest and recommend individuals to serve on the CAC for appointment by the Council and Board of County Commissioners. The committee shall consist of no more than I S members representing a broad range of interests which may include but is not limited to: Board of County Commissioners City Council Education/Schools Builders Industry (e.g. Marine Trades) Port Townsend Paper Corporation Business (e.g., Chamber, EDC) Consent Agenda Nontmotorized Transportation and Transit Faith Based Organizations Citizen at Large Each person shall be deemed appointed and shall commence service after confirmation by the Board of County Commissioners and City Council or on the effective date of the previous member resignation or on the expiration of the existing term for the position as applicable. On November 14, 2011, the BoCC and City Council approved the Climate Action Plan and the Phase II Work Plan for the CAC. Given the shift in focus to outreach and education, the work plan included the following: ...the membership of the CAC shall evolve to include representatives from the following: Jefferson County Builders Association -Built Green Jefferson County Public Health -Green Business Local 20/20 - JeffersonCAN RCM The CAC may make additional membership recommendations to further the outreach mission. Partnering with other organizations and interest groups will be imperative for reaching a broader audience. For example, key partners may include government/non profit/and grass-roots organizations specializing in education (e.g., K-12/WSU/Peninsula College/Goddard College); land conservation, business (e.g., Chamber of Commerce/Main Street); alternative energy, food security, and water resources (e.g., WRIA, PUD). John Austin, Chair of the BoCC, and David King, Mayor, have reviewed the application and recommend approval. Cynthia Jayne's Declaration of Interest will come before the Port Townsend City Council on May 20, 2013 In light of the work plan's anticipated timeframe (2011-2014), the committee sunsets at the end of 2014. FISCAL IMPACT: There is no anticipated fiscal impact associated with the approval of this member. RECOMMENDATION: Staff recommends the Board of County Commissioners appoint Cynthia Jayne as a member to the Climate Action Committee.
