Statement of Issue: The Board is asked to approve the Call for Bids for the Run-Off-Road &
Intersection Safety Project.
Analysis/Strategic Goals/Pro's 8 Con's: This project includes repair of existing guardrail and
installation of new guardrail; traffic sign upgrades; installation and replacement of traffic lane
markings; installation of rumble strips.
Fiscal Impact/Cost Benefit Analysis: The Engineer's Estimate is $546,064. This will be funded at
100% by the Federal Highway Administration.
Recommendation: The Board is requested to sign the Call for Bids and return to Public Works.

NOTICE TO CONTRACTORS
CALL FOR BIDS
Run-Off-Road & Intersection Safety Project
Various Jefferson County Roads
County Project No. 180-595-1886
Notice is hereby given that the Board of County Commissioners of Jefferson County, State of
Washington, will receive sealed bids up until the hour of 9:30 a.m. on Monday, June 17, 2013 at
the Office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820
Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368, for construction of Run-Off-
Road & Intersection Safety Project CR-1886. Sealed bids will be opened and read publicly at 10:00
a.m., or shortly thereafter, on the same day in the Jefferson County Commissioners Chambers,
basement level of the Jefferson County Courthouse.
This contract provides for the improvement of various rural and urban collector roads throughout
the Jefferson County Road System and includes installation of traffic signs, guardrails with end
treatments, recessed pavement markers, and transverse rumble strips, all in accordance with the
Contract Provisions and Standard Specifications. The Engineer's Estimate is $546,064.
Bids shall be submitted in accordance with the plans and specifications on file at the Department of
Public Works, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained by
prospective bidders. Printed copies may also be obtained by calling the Department of Public Works
at 360-385-9160 and electronic copies may be obtained by emailing pubworks(cr~,co.jefferson.wa.us.
Each bid shall be accompanied by a surety bond, postal money order, cash, cashiers check or
certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the
bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a
contract and file an acceptable surety bond in the amount of 100% of the contract price within ten
(10) calendar days of the award. The Board of County Commissioners reserves the right to reject
any and all bids and to accept the bid deemed most advantageous to Jefferson County and to waive
all informalities in the bidding.
Jefferson County, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42
U.S.C. 2000d to 2000-4 and Title 49, Code of Federal Regulations, Department of
Transportation, Subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally
assisted programs of the Department of Transportation issued pursuant to such Act, hereby
notifies all bidders that it will affirmatively insure that in any contract entered into pursuant
to this advertisement, disadvantaged business enterprises will be afforded full opportunity to
submit bids in response to this invitation and will not be discriminated against on the grounds
of race, color or national origin in consideration for an award.
