Subject: Amend Rural Arterial Program (RAP) Grant 1607-1

Statement of Issue: Pursuant to prior County request and County Road Administration Board
(CRAB) action, the above referenced grant will be canceled. This Amendment No. 1 allows the
County to retain $34,800 of Rural Arterial Program (RAP) funds used in the design of the
project.
Analysis/Strategic Goals/Pro's ft Con's: The project funded by this grant cannot be
completed as originally scoped due to right of way complexities. The Board previously
requested that the grant be terminated.
Fiscal Impact/Cost Benefit Analysis: Retain $34,800 of grant funds expended.
Recommendation: Sign the three (3) originals of Amendment No. 1. Return all 3 to Public
Works for further processing. A fully executed original will be provided to the Board once it is
signed by CRAB.

This is Amendment No. 1 to the above described Project Agreement, between the County of Jefferson, hereinafter the "County"
and the State of Washington County Road Administration Board, hereinafter the "CRABoard."
WHEREAS, the COUNTY and CRABoard desire to amend the original Project Agreement to allow the county to retain Design
Study funding under the conditions described in WAC 136-167-030 (3).
NOW, THEREFORE, pursuant to chapter 36.79 RCW and in consideration of the terms, conditions, covenants, and performance
contained herein, or attached and incorporated and made a part hereof,
IT IS MUTUALLY AGREED AS FOLLOWS:
The following new language is added as section 7 to the Project Agreement:
RATA Authorized is reduced to $34,800 for the cost of performing a design study for this project per the CRAB Director's
letter, dated April 8, 2013.
2. All other terms and conditions of the original Project Agreement shall remain in full force and effect except as modified by
this Amendment No. 1.
