The supplement provides additional work and budget to an existing ground water monitoring planning task, to go forward with the ground water monitoring program. Analysis/Strategic Goals/Pro's li Con's: Supplemental Agreement 1 adds a two-year ground water monitoring program and extends the contract completion date to December 31, 2015. This baseline sampling program is in preparation for a reclaimed water discharge permit. The Department of Ecology recommends spreading the one-year sampling protocol over atwo-year sampling period for increased accuracy. Fiscal Impact/Cost Benefit Analysis: The monitoring program adds budget of $76,736 to the original $1,726,954 contract amount, for a new maximum contract amount of $1,803,690. Costs for the monitoring program will be financed by the Public Works Trust Fund loan, subject to repayment over time, beginning in 2017 for 35 years at 0.5% interest. Recommendation: Sign 3 originals of the attached supplement and return 2 originals to Public Works for further processing. The Local Agency of Jefferson Count desires to supplement the agreement entered into with Tetra Tech, Inc. and executed on June 11, 2012 and identified with Project Title: Port Hadlock Wastewater Facility Final Design Services. Reclamation Plant and In went Pipeline. All provisions in the basic agreement remain in effect except as expressly modified by this supplement. The changes to the agreement are described as follows: Section II, SCOPE OF WORK, is hereby changed to read: The Scope of Work and projected level of effort required for this PROJECT is detailed in Exhibit "A" along with Supplemental Agreement 1 Exhibit "AA", attached hereto and by this reference made part of this AGREEMENT." II Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days for completion of the work to read: "All work under this AGREEMENT shall be completed by December 31, 2015". III Section V, PAYMENT, shall be amended as follows: "The CONSULTANT shall be paid by the AGENCY for completed work and services rendered under this AGREEMENT as provided in Exhibit "D", along with Supplemental Agreement 1 Exhibit "DD", attached hereto and by reference made part of this AGREEMENT." Exhibit AA Supplemental Agreement 1 Port Hadlock Wastewater Facility Final Design Services, Reclamation Plant, Influent and Effluent Pipelines and Reuse Facility Scope of Services Task 500.03 Ground Water Monitoring: Sampling and Analysis Plan Prepare sampling and analysis plan, coordinate subcontractors, mark well locations, and locate underground utilities for four new ground water monitoring wells. Drill, install and develop four ground water monitoring wells, and conduct elevation survey. Prepare boring/well logs. Sampling Conduct eight rounds of quarterly ground water sampling over two years. Analyze samples for the following parameters: Nitrate as N, Nitrite as N, Ammonium, Organic nitrogen / TKN, Total coliform, Fecal coliform, Total Dissolved Solids, Calcium, Magnesium, Potassium, Sodium, Iron (total), Bicarbonate, Carbonate, Chloride, Fluoride, Sulfate; Metals -Total and dissolved for first 4 rounds, totals thereafter for Arsenic, Cadmium, Chromium, Lead, Mercury, Nickel, Copper, Manganese, Silver, Zinc; Total Trihalomethanes, and Field Parameters (water level, pH, conductivity, temperature, dissolved oxygen) Reporting Prepare ground water gradient maps; tabulate sampling results and perform statistical analysis; establish background and compliance values; prepare draft background monitoring report; submit final background monitoring report.
