HomeMy WebLinkAboutModerate Risk Waste CoordinatorJob Title: Department: Reports To: FLSA Exempt: Union: HIPAA: JEFFERSON COUNTY Job Description Moderate Risk Waste Coordinator Public Works Operations Manager NO Teamsters Level 4 BBP: NO Grade: Al -F Location: MRW, Public Works Office Approved By: Human Resource Manager Approved Date: June 2013 SUMMARY Performs all tasks associated with implementing a Moderate Risk Waste collection program, provides technical assistance and education for hazardous waste reduction and proper hazardous waste management, coordinates administrative activities for other solid waste program operations including transfer stations, recycling, education and landfill postclosure activities, and is responsible for ground water monitoring at the landfill, by performing the following duties. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Carries out all levels of operation of the Moderate Risk Waste facility including receiving, record keeping, handling and shipping of hazardous waste, stocking and ordering facility supplies. Coordinates household hazardous waste and SQG collection at the County's Moderate Risk Waste facility. Coordinates County emergency response assistance for MRW incidents Assists with establishing training opportunities. Coordinates personnel training and health evaluations for staff handling MRW. Responsible for establishing and implementing staff medical monitoring and respirator maintenance /safety programs. Participates in identifying and developing funding/grant programs. Locates or produces written materials for educational activities including training aids, brochures, videos and present to targeted groups. Reviews and refines County policy for SQG's, initiates and updates generator list. Reviews SQG regulations set forth by Jefferson County and recommends changes as needed. Develops and administers MRW and solid waste contracts. Assists with all activities related to handling solid waste, and may substitute for Transfer Station administrative services during staff illness or leave. Jefferson County Job Description: Moderate Risk Waste Coordinator Coordinates and meets with solid waste staff, other divisions, advisory committees and agencies on Solid Waste Management Plan implementation, permitting, environmental issues, exchange of information, and other related tasks. Responsible for writing and updating the MRW standard operating procedures. Extracts and tests water samples from various County facilities to discover possible sources of contamination. Accountable for specific project steps, work in a team based environment and participate in the annual performance evaluation process. Participates in team process to assist in developing the division budget for the department. Collaborates with staff for tracking costs, quantities, quarterly and annual reports, responses to citizen complaints and other agency requests. Stay abreast of current methods, means, and issues of equipment used in the collection, processing, and disposal of solid waste and the collection, process, and marketing of recyclable, including legislative and administrative policies, law, roles, regulations and ordinances in the solid waste field. Participates in team process to set work level expectations, goals and objectives. SUPERVISORY RESPONSIBILITIES This job has no supervisory responsibilities. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and /or EXPERIENCE Associates Degree (AA) in Solid Waste Management, engineering or related field and six (6) years related experience. OR Bachelor's degree (BA or BS) from four -year college or university in Solid Waste Management, engineering, or related field and two (2) years related experience. OR An equivalent combination of education and experience. LANGUAGE SHILLS Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. MATHEMATICAL SHILLS Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. COMPUTER SHILLS To perform this job successfully, an individual should have knowledge of database software; intemet software; spreadsheet software and word processing software. CERTIFICATES, LICENSES, REGISTRATIONS Valid Washington State Driver's License Possession of, or, ability to obtain and maintain within one (1) year, a Certification in HAZMAT field and First Aid/Safety for Hazardous Waste Facility supervisors and operators. Possession of, or ability to obtain and maintain within one (1) year, a Certified Integrated Municipal Solid Waste Manager 1 Certificate offered by GRCDA, Solid Waste Association North America (S.W.A.N.A.) or equivalent. Training and re- certification for Hazardous Waste Operations and Emergency Response. Hazardous Materials Transportation training and re- certification every three years. OTHER SHILLS AND ABILITIES Ability to provide technical leadership to other Public Works staff as needed. May provide input into hiring decisions. Ability to effectively present information and respond to questions from the Board of County Commissioners, consultants, contractors and the general public. Ability to work effectively with subcontractors, commercial haulers, regulatory agencies, and other County Departments. Ability to promote public awareness and cooperation through public relation activities including responding to inquiries from the general public. Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful situations, relate to various personality styles in a calm, professional manner. Ability to implement and maintain sound organizational practices. Ability to successfully complete various required training classes and obtain certificates necessary for functional skills performance. Knowledge of federal, State, and local rules, regulations and ordinances pertaining to solid waste issues. Ability to be independent and self motivated and to work under pressure; to complete work within required deadlines, with little direction, while simultaneously completing other tasks. Ability to administer confidential issues in a discreet manner. Ability to maintain a high standard for accuracy, completeness, and efficiency in the preparation of reports and budgets. Familiarity with current ideas, practices, and trends relating to solid waste operations and familiarity with State and County rules, regulations, codes, ordinances and policies. Ability to communicate effectively, both orally and in writing, with groups and individuals regarding complex or controversial issues or regulations. Skill in assigning priority for daily work on projects and keeping within budget constraints. Knowledge of principles and procedures of self - directed work teams.
