Sullivan District No. 3 Commissioner: John Austin County Administrator: Philip Morley Clerk of the Board: Erin Lundgren MINUTES Week of May 20, 2013 Chairman John Austin called the meeting to order at the appointed time in the presence of Commissioner David Sullivan and Commissioner Phil Johnson. PUBLIC COMMENT PERIOD: The following is a summary of comments made by citizens in attendance at the meeting and reflect their personal opinions: A citizen commented on upcoming community events in Jefferson County; Brinnon Shrimp Fest, Garden Club plant sale Memorial Day Weekend, Pancake Breakfast in Brinnon, 7th Annual Art Festival, Scholars for Dollars donated to High School graduates A citizen voiced his concern regarding public comment period at last week's meeting and his ability to speak. He asked the Commissioners about using their personal cell phones for County business APPROVAL AND ADOPTION OF THE CONSENTAGENDA: Commissioner Johnson moved to approve all the items on the Consent Agenda as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. 1. CALL FOR BIDS re: Run-Off-Road and Intersection Safety Project, Various County Roads, County Project No. X01886, Federal Aid Project No. HSIP-OOOS(259); Bids will be Accepted Unti19:30 a.m. on Monday, June 17, 2013 and Opened and Read Publicly at 10:00 a.m. in the Commissioner's Chambers, Jefferson County Courthouse 2. AGREEMENT re: Rural Arterial Program (RAP) Grant Project for Construction Proposal, Center Road Asphalt Overlay Phase V, MP 0.00-2.26; In the Amount of $839,700; Jefferson County Public Works; Washington State County Road Administration Board (CRAB) 3. AGREEMENT NO. 1609-02, Amendment No. 1 re: Rural Arterial Program (RAP) Grant Project for Construction Proposal, Paradise Bay Road, Phase II, MP 0.37-1.53; Additional Amount of $119,400; Jefferson County Public Works; Washington State County Road Administration Board (CRAB) 4. AGREEMENT NO. 1607-1, Amendment No. 1 re: Rural Arterial Program (RAP) Grant Project for Construction Proposal, South Discovery Road, MP 3.62-4.00, Phase II; Retain Funds in the Amount of $34,800; Jefferson County Public Works; Washington State County Road Administration Board (CRAB) 5. AGREEMENT NO. C16887, Amendment No. 8 re: Consolidated Contract; Additional Amount of $145,530 for a total of $1,084,804; Jefferson County Public Health; Washington State Department of Health (DOH) 6. Request to Convene for the Purpose of Heazing Property Tax Appeals for the Year 2013; Jefferson County Board of Equalization 8. Payment of Jefferson County Vouchers/Warrants Dated May 13, 2013 Totaling $1,580,150.21 9. Payment of Jefferson County Payroll Warrants Dated May 4, 2013 Totaling $122,209.72 Approval of Minutes: Commissioner Johnson moved to approve the regulaz meeting minutes of March 11, 2013 and March 18, 2013 as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. Letter of Appreciation: Chairman Austin presented a letter of appreciation to Quilcene School teacher, Larry McKeehan for his many years of service at the Quilcene School. Commissioner Johnson moved to approve the letter. Commissioner Sullivan seconded the motion which carried by a unanimous vote. AGREEMENT and MOIL far the Washington Counties Select Retrospective Rating Program: The Commissioners discussed continuing membership in the Washington Counties Retro Pool. Commissioner Johnson moved to approve the Memorandum of Understanding (MOU) and Membership Agreement. Commissioner Sullivan seconded the motion. Two Commissioners voted in favor of the motion. Chairman Austin voted against the motion. COMMISSIONERS BRIEFING SESSION.• The Commissioners each provided updates on the following items: Chairman Austin - Met with the Eco-System Recovery Network (ERN) last week regazding response and protection from oil spills. - Will be attending the Strategic Planning meeting this week. Commissioner Johnson - Will be attending the Strategic Planning meeting this week. - Will be attending the Metropolitan Park District (MPD) meeting this week. Commissioner Sullivan - Will be attending the Strategic Planning meeting this week. - Attended a meeting at WSU Extension last week regarding a Broadband Extension grant. - Attended a Resource Conservation and Development (RC&D) presentation last week. - Will be participating in a Washington Transportation Commission (WTC) presentation this week. The meeting was recessed at 9:32 a.m. and reconvened at 1:34 p.m. with all three Commissioners present. Calendar Coordination • Strategic Planning meeting on May 21, 2013 • SPECIAL MEETING: Community Input Workshop at the Port Townsend Community Center • Washington State Transportation Commission (WSTC) in Jefferson County on May 21-22, 2013 • Commissioner Johnson will be attending a Metropolitan Park District (MPD) on May 22, 2013 • Brinnon ShrimpFest is May 24-26, 2013 • Memorial Day is on May 27, 2013 • Board of County Commissioner meeting is on Tuesday May 28, 2013 • Commissioner Sullivan will be attending a town hall meeting on May 28, 2013 • Chairman Austin will be out of the office from May 29 through June 2, 2013 • JeffCom meeting on May 30, 2013 • Commissioner Jolmson will be attending aJefferson-Port Townsend Response Emergency Planning (JPREP) meeting on May 31, 2013 • Commissioner Sullivan will be out of the office from June 12-13, 2013 • Chairman Austin will be attending meetings of the State Board of Health and Washington State Association of Local Public Health Officials (WASALPHO) from June 11-14, 2013 • Commissioner Johnson will be out of the office from July 22-28, 2013 Miscellaneous Issues • Chairman Austin will be attending a Jefferson County Energy lunch on Tuesday May 21, 2013 • There is an invitation to attend Washington State Association of Counties (WSAC) professional development forum in Yakima on June 6-7, 2013. Commissioner Johnson will research further to recommend whether or not he and Chairman Austin will attend • Commissioner Johnson may attend a Joint land use study for Naval Base Bremerton Office of Economic Adjustment. The meeting is scheduled for May 23, 2013 1-2:30. Technical staff will meet at 2:30. County Administrator Morley will forward information to the Department of Community Development (DCD) • Potential Timber Counties meeting with Commissioner of Public Lands, Peter Goldmark. Laura Memll from WSAC has asked for availability on May 28-30, 2013. Commissioner Johnson will respond that Jefferson County is not available on May 28, 2013 • No shooting in zones: Coyle and Tala Shores -County Administrator Morley will bring Coyle map to the Board of County Commissioner's meeting on May 28, 2013 • Pit to Pier applicant clarification • Strategic Planning Session on May 21, 2013 ideas discussed: Offices for Superior Court Administrator and Clerk; Capacity; Prepazing for the transition of positions; keep core of what we do functional; help empower community to take on new initiatives rather than expect the County to do it; maintain morale Page 3 Commissioners Meeting Minutes of May 20, 2013 NOTICE OFADJOURNMENT: Commissioner Johnson moved to adjourn the meeting at 3:18 p.m. until the next regular meeting or special meeting as properly noticed.
