MINUTES
Special Meeting
May 21, 2013
Chairman John Austin called the meeting to order at approximately 7:02 p.m. at the
Port Townsend Community Center. Commissioner David Sullivan and Commissioner Phil Johnson
were present as well as the following Jefferson County Elected Officials and staff: Prosecutor Scott
Rosekrans, Sheriff Tony Hernandez and County Administrator Philip Morley. Also attending from
Public Utility District (PUD) #1 was Commissioner Barney Burke.
County Administrator Philip Morley served as meeting facilitator and welcomed everyone. He
introduced the Elected/Appointed Officials who each gave a report on current activities they are
involved in.
After introductions and review of the format for the participatory exercise, the following citizen
questions and comments were discussed:
PUBLIC UTILITY DISTRICT (PUD) #1
• Is PUD responsible for Port Hadlock wastewater system?
LAW AND JUSTICE/COURTS
• Is 70% jail inmate population with mental health and substance abuse issues a typical
demographic?
• Does the Sheriff Office have volunteers that also drive Sheriff cars?
MISCELLANEOUS
• Transit does not have availability for remote azeas, especially where there is an aging population
that is no longer driving. Can there be periodic bus service in these un-served areas?
• Dial-A-Ride requires too long in advance arrangements.
• Suggestion to do a better job of publicizing the Community Workshops to citizens.

NOTICE OFADJOURNMENT: Commissioner Johnson moved to adjourn the meeting
at 8:22 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner
Sullivan seconded_the motion which carried by a unanimous vote.
