Sullivan District No. 3 Commissioner: John Austin County Administrator: Philip Morley Clerk of the Boazd: Erin Lundgren MINUTES Week of May 6, 2013 Chairman John Austin called the meeting to order at the appointed time in the presence of Commissioner David Sullivan and Commissioner Phil Johnson. PUBLIC COMMENT PERIOD: The following is a summary of comments made by cifizens in attendance at the meeting and reflect their personal opinions: • A citizen commented on upcoming community events in the Quilcene azea; Brinnon Shrimp Fest, Linger Longer music fundraisers; and the Garden Club will be holding a plant sale Memorial Day; • A citizen stated: 1) The Metropolitan Park District (MPD) proposal isn't going to work; 2) The County should take aggressive actions towards pesticides; 3) Kenworth Trucking is named after Quilcene resident Ken Worthington; and 4) The County should recruit high end manufacturing companies; • A citizen voiced his concern regarding the County's plan to put a free pazking lot in the State Pik; • A citizen requested that the Noxious Weed Control Board advertise and hold a public meeting before spraying chemicals; and • A citizen stated he believes there is a discrepancy with available records, and is unhappy with the response to his records request. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Johnson moved to approve all the items on the Consent Agenda as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 18-13 re: Creating a County Project Designated as Center Road Overlay Phase 5, MP 0.00 - MP 2.26, County Project No. 18019270 2. RESOLUTION NO. 19-13 re: Creating a County Project Designated as Center Road Overlay Phase 6, MP 4.39 - MP 6.86, County Project No. 18019280 3. AGREEMENT re: Alder Creek Tributary Culvert Replacement, Upper Hoh Road MP 2.15, Project No. XO 1781, Federal Aid No. ER-0801(025) and Spruce Creek Culvert Replacement, Upper Hoh Road MP 9.70, Project No. X01821, Federal Aid No. ER-0902(340); In the Amount of $20,455; Jefferson County Public Works; Tetra Tech, Inc. 4. Payment of Jefferson County Vouchers/Warrants Dated Apri122, 2013 Totaling $602,398.85 and Dated Apri126, 2013 Totaling $2,348.54 8. Payment of Jefferson County Payroll Warrants Dated April 19, 2013 Totaling $74,031.65 and A/P Warrants Done by Payroll Dated Apri16, 2013 Totaling $102,728.37 and Dated April 19, 2013 Totaling $15,753.95 COMMISSIONERS BRIEFING SESSION: The Commissioners each provided updates on the following items: Chairman Austin - Reported that he attended a Community Coordinated Response Team (CCRT) meeting where he listened to a presentation on Elder Abuse - Will be on the canvassing board for recent elections Commissioner Johnson - Has been invited to Vancouver, WA by the Washington Trust for Historic Preservation and Archaeology, to speak about the local Rose Theatre - Will be travelling to Olympia this week to attend an Olympic Region Clean Air Agency (ORCAA) meeting and hopes to be able to speak to Senator Hargrove about a grant for the Worthington House in Quilcene Commissioner Sullivan - Commented that the Resource Conservation and Development Council represents Jefferson and Clallam counties and is currently in the process of applying for a grant to make local farm produce available to local schools - The Peninsula Development District received a proposal for new annual dues Proclamation re: Declaring the Week of May 73-18, 2013 as National Police Week and Observe May I5, 2013 as Peace Offuers' Memorial Day: Chairman Austin read a proclamafion for National Police Week (May 13-18, 2013) and Peace Officer's Memorial Day (May 15, 2013). Commissioner Johnson moved to approve the Proclamation. Commissioner Sullivan seconded the motion which carried by a unanimous vote. Presentation re: Economic Development Council (EDC) of Jefferson County as the Associated Development Organization (ADO) for Jefferson County; Washington State Department of Commerce: Team Jefferson EDC representatives Peter Quinn and Marty Gay handed out the 2013 Strategic Plan and reviewed the objectives of the plan: Be the best business friendly community in Washington Ensure first class education and training for job and career skills Exemplify excellence in community leadership Page 2 Commissioners Meeting Minutes of May 6, 2013 The EDC started working with a technological company on the importance ofnon-retail jobs. They aze also currently working on an intern program where they take local teachers and students and tour local businesses. Commissioner Johnson commented that in 1972, Port Townsend was booming with young people and he believes the same is happening again. Mr. Quinn discussed how his group is carrying out their goals and stated that other organizations are coordinating efforts as well. County Administrator Morley reviewed some of the funding the EDC has received. It was suggested to Commissioner Johnson that he discuss ADO funding while in Olympia. Commissioner Sullivan commented that he recently toured the Spring Rain Farm and there were a lot of young people there focused on expanding the farm industry. Commissioner Johnson asked if there is a member of the Public Development Authority (PDA) on the EDC Board? Mr. Gay replied yes, Bill James is on the Executive Committee of Team Jefferson. Commissioner Johnson moved to Authorize the EDC as the Associate Development Organization (ADO) for Jefferson County. Commissioner Sullivan seconded the motion which cazried by a unanimous vote. The meeting was recessed at 10:09 a.m. and reconvened at 1:34 p.m. with Chairman Austin and Commissioner Sullivan present. Commissioner Johnson was absent due to a previously scheduled meeting. COUNTYADMINISTRATOR BRIEFING SESSION: Jefferson County Noxious Weed Control Board (JCNWCB) Briefng:. Representatives of JCNWCB, Jill Silver and Eve Dixon, gave a presentation on the draft policy for targeted weed control on Jefferson County roads. Also present was Frank Gifford and Monte Reinders of Public Works. No action was taken. County Administrator Philip Morley reviewed the following with the Boazd: Miscellaneous Issues Washington Transportation Commission (WTC) tour and meeting May 22-23, 2013. Staff: Monte Reinders and Frank Gifford, Public Works. Update on tour itinerary and WTC meeting agenda. Commissioner Sullivan will attend May 22, 2013 tour and speak at May 23, 2013 meeting on County and Peninsula Regional Transportation Planning Organization (PRTPO) topics. Public Works will coordinate with Commissioner Sullivan prior to the tour and meeting to prepare speaking points Department of Community Development (DCD) staffing and budget. Staff: Carl Smith and Stacie Hoskins. Update on DCD budget and staffing for remainder of 2013, 2014 and 2015. DCD will return to a 40 hr/wk staffing schedule effective July 1, 2013. With expiring grants, and at present permit volumes and staffing levels, budget shortfalls are prof ected in 2014 and Page 3 Commissioners Meeting Minutes of May 6, 2013 2015. DCD is reviewing fees for each permit type to ensure full cost recovery. Anne Sears will work with Jodi Adams to confirm 100% cost recovery in permitting/DRD in the aggregate, and to also confirm General Fund is fully funding long range planning and other non-permit expenses Port Ludlow Associates Development Agreement Extension schedule. Possible ordinance presentation to Board of County Commissioners on June 24, 2013 of July 1, 2013 Department of Emergency Management (DEM) budget 2014 loss of Homeland Security Grant funding -scaling back from 5 to 4 clerk hires, still leaving projected $36,436 shortfall in 2014. County Administrator Morley and Anne Sears working with Bob Hamlin to look at funding levels for 2014. Commissioners suggested looking into AmeriCorps for additional staffing help and possible funding. Commissioner Austin reported he had spoken with Jake Beattie of the Northwest Mazitime Center about hosting a Jefferson Port To~msend Response Emergency Planning (JPREP) meeting there, and was told there would be no charge. County Administrator Morley will work with Bob Hamlin to schedule a future meeting there April Sales Tax report: sales tax revenue ran $40,000 above budgeted projection in April. Anne Sears and Judi Morris will be doing an analysis to try to determine what one-time construction projects and other one-time events to try to sepazate one-time bump from any sustainable retail sales trend Calendar Coordination • SPECIAL MEETING: Brinnon Community Input meeting on May 9, 2013. George Sickle, OIyCAP bulletin board and Brinnon Crier • Commissioner Johnson is tentatively attending the Salmon Recovery Conference in British Columbia on May 14-16, 2013 • Commissioner Sullivan is meeting with the Port Townsend Anglers on May 14, 2013.
