See the attached request received by t~Cl~ on May 22, 2~01~. Attachrrsents: Resolution 74-95 Habitat fqr Humanity fee waiver request AI~AI.~YSISISTRATECIC: GQAIe,SIPR+C}S a~ad CUISS: Habitat for Humanity seeks to construct affordable housing in 1~efferson County. The current project invoi'ves a request for apre-application conference to determine the nurnlaer of potential homes that may be constructed on property in the Port Hadloc#c iJrban Growth Area. 1~ There is substantial public interest and benefit in the project or activity to the degree said project or activity could be a County project or activity, but it is not because an alternative rrmethod for the project activity was found. Staff Analysis: As detailed in their request, Habitat for Humanity provides o public serer"ce to the eom,Prrunity for affordable housing creation. Jefferson County has identified a desire to support creation and maintenance of affordable pausing in Jefferson County, as evidenced by the Ctamprehensive Plan and Fdorrsing Action Alan. Affordable Housing does benefit and serve the public interest. 2~ Any and all similar requests will receive the same approval regardless of the person ar organization requesting the waiver. Staff Analysis: Staff is not aware of any preva`ous re+~uests for waiving fees far affordable housing submitted per Resolution 7~1-95. Staff agrees that should this waiver lac granted, otper requests of tpe sarrae nature spould receive sirrrilar cansfderation. 3~ A corresponding amount from a i"und, to be designated by the Board of Commissioners at the time of the approval, wil! be transferred to the Department where the fee is waived. Staff Analysis: The irrrmedate request fart: fee waiver amounts to $87'5. The breakdown of those fees is as follows: 3$fl lJevefopment Review l3ivision billed for additional tune if exceeds ~. hours] x.56 Environmental health 7Ei Building Division x.42 Fire Code (billed for additional tune if exceeds 2 hours} 12~. Public Works Approval of tpis fee waiver would set precedence for future fee waivers. As such, the potential fiscal irrtpact cannot lac known at tpis time.
