JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS CONSENT AGENDA REQUEST To: Board of County Commissioners Philip Morley, County Administrator Through: Carl Smith, Director Stacie Hoskins, Planning Manager~~c From: David Wayne Johnson, Associate Planner Date: Consent Agenda for June 17, 2013 Subject: Pleasant Harbor Final Amended Binding Site Plan MLA12-00207 Statement of Issue: Requesting final approval by the Board per Chapter 18.35 JCC and RCW 58.17.170, by signing the attached Mylar. The Applicant is Pleasant Harbor Marina LLC, Analysis: The proposal is a revision of the Pleasant Harbor Marina Binding Site Plan (BSP) to include re-orienting and widening the roadway and parking areas to allow two-way traffic, meet current code and provide improved vehicle circulation. Other minor changes to the elements of the BSP will be made to improve current conditions. Staff has determined that the application submitted on September 24, 2012 met said criteria of Chapter 18.35.520 & 670 as addressed in written Findings and Conclusions. Written Findings and Conclusions are required per RCW 58.17.195 which state in part that a county makes a formal written finding of fact that the proposed amended BSP is in conformity with applicable zoning, subdivision ordinance or other land use controls which may exist. Since the amended BSP is required before the proposed improvements, those conditions of approval that related to subsequent work will be reviewed and approved under a Stormwater Management Permit as stated under condition #1 once the BSP is finaled. All other conditions have been met. The applicant is responsible for paying all recording fees. Alternatives: The requested action is mandatory per RCW 58.17.170 and Chapter 18.35 JCC. Fiscal Impact: There is no identifiable fiscal impact related to this request for an amended BSP. Recommendation: Per Jefferson County Ordinance and State Law, the department requests that the Board grant final amended BSP approval, adopt the written findings and conclusions and sign the attached Mylar where indicated on page 1.
