SUBJECT: Agenda Item -Request to Reappoint John Richmond, Jill
Silver and Chiggers Stokes to the North Pacific Coast
Marine Resources Committee (NPC MRC)
STATEMENT OF ISSUE:
Water Quality Staff and NPC MRC coordinator Richard Osborne request that John Richmond, Jill
Silver and Chiggers Stokes be reappointed to serve additional staggered 2-year terms on this
committee as Jefferson County citizen representatives.
On September 8, 2009 the BoCC approved a joint resolution with Clallam County to
establish the NPC MRC to understand, steward, and restore the marine and estuarine
ecological process of the North Pacific Coast of Washington in support of ecosystem
health, sustainable marine resource-based livelihoods, cultural integrity, and coastal
communities.
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
Three existing vacancies on the NPC MRC were advertised in The Jefferson CountyLeaderon
June 5 and in the Forks Forum on June 6. Three people expressed interest by the June 19
deadline: John Richmond, Jill Silver and Chiggers Stokes.
All three of these applicants have served on the committee previously and have contributed
substantially to its work and accomplishments. Mr. Richmond, as a retired professional land
surveyor and civil engineer, would prefer to represent Economic and/or Scientific Groups on the
committee. Jill Silver of 10,000 Years Institute and Weed Board member has requested to
continue as the Conservation/Environmental Groups representative. Chiggers Stokes would like
to continue to hold the Recreational Groups seat.

FISCAL IMPACT/COST BENEFIT ANALYSIS:
There is no fiscal impact to the county's General Fund for appointing John Richmond, Jill Silver
and Chiggers Stokes as volunteer representatives on the NPC MRC.
RECOMMENDATION:
JCPH management recommends the BoCC reappoint John Richmond, Jill Silver and Chiggers
Stokes to serve additional staggered 2-year terms on this committee as Jefferson County citizen
representatives.
