Analysis/Strategic Goals/Pro's @ Con's: This supplement to the existing scope of work between Jefferson County and Sargent Engineers is for land surveying services for the culvert replacements at Upper Hoh Road MP 3.338, MP 4.38, and MP6.95. Fiscal Impact/Cost Benefit Analysis: The maximum amount payable for this supplement is $40,637.00. The maximum amount payable for the Sargent Engineers agreement will increase from $358,288.00 to $398,925.00. This project is 100 percent funded by the Federal Highway Administration. Recommendation: The Board is requested to sign all three originals of the Supplemental Agreement with Sargent Engineers, and return two originals to Public Works. The Local Agency of Jefferson County desires to supplement the agreement entered into with Sargent Engineers, Inc. and executed on November S, 2012 and identified as Agreement No. 1896-SARGENT-2 All provisions in the basic agreement remain in effect except as expressly modified by this supplement. The changes to the agreement are described as follows: II Section II, SCOPE OF WORK, shall be amended by supplementing Task No. 7, Land Surveying. The additional scope of work under Task No. 7 is set forth in the attached Exhibit A, and by this reference made a part of this supplement. V Section V, PAYMENT, shall be amended as follows: The new, total maximum amount payable for Task No. 7, Land Surveying will be $52,637.00. A breakdown of the costs is set forth in the attached Exhibit G-1, and by this reference made a part of this supplement. The new, total maximum amount payable for the Agreement will be $398,925, as shown below. Work may also include preparing a Record of Survey, setting monuments, and preparing a Right of Way Plan. The Consultant will perform all services and furnish all materials necessary to accomplish the following tasks. Tasks 2, 3, and 4 may or may not be necessary depending on the findings in Task 1. The Consultant shall not proceed with Tasks 2, 3, and 4 until the Agency has given the notice to proceed for each specific site and task. TASK 1-DETERMINE EXISTING COUNTY RIGHT OF WAY Task 1 will consist of the following items of work: 1. Perform field work and research necessary to establish the existing County right of way and adjacent ownerships for the following locations: a. Upper Hoh Road MP 3.338 culvert, extending 250 ft. in both directions along the roadway centerline (for a total roadway length of 500 ft.). b. Upper Hoh Road MP 4.38 culvert, extending 250 ft. in both directions along the roadway centerline (for a total roadway length of 500 ft.). e c. Upper Hoh Road MP 6.95 culvert, extending 500 ft. in both directions along the roadway centerline (for a total roadway length of 1,000 ft.). 2. Combine the right of way and ownership data with the existing topographical surveys that were prepared by NTI at each of the three sites. 3. Coordinate with Jefferson County to determine if additional permanent and/or temporary right of way is needed in order to construct the culvert replacements at each of the three sites. Deliverables: • Existing County right of way and adjacent ownerships shown on the topographical surveys for each of the three sites, previously prepared by NTI. TASK 2 -RECORD OF SURVEY Task 2 will consist of the following items of work: ,.. 1. Upon Agency notice to proceed for each specific site, the Consultant will prepare a Record of Survey with legal descriptions, including the existing County right-of--way and additional right-of--way to be acquired, as determined in Task 1. Deliverables: • Draft Record of Survey and legal descriptions for Upper Hoh Road MP 3.338 • Final Record of Survey and legal descriptions for Upper Hoh Road MP 3.338 • Draft Record of Survey and legal descriptions for Upper Hoh Road MP 4.3 8 • Final Record of Survey and legal descriptions for Upper Hoh Road MP 4.3 8 • Draft Record of Survey and legal descriptions for Upper Hoh Road MP 6.95 • Final Record of Survey and legal descriptions for Upper Hoh Road MP 6.95 TASK 3 - MONUMENTATION Task 3 will consist of the following work: 1. Upon Agency notice to proceed for each specific site, the Consultant will set monuments as necessary to monument additional right-of--way acquired by Jefferson County. TASK 4 -RIGHT OF WAY PLAN Task 4 will consist of the following work: 1. Upon Agency notice to proceed for each specific site, the Consultant will prepare a Right of Way Plan and legal descriptions. The Right of Way plan shall be prepared in general accordance with the WSDOT Plans Preparation Manual.
