Statement of Issue: The attached Amendment with FHWA is necessary in order to
proceed with construction of the Snow Creek Road Culvert Replacement project.
Analysis /Strategic Goals /Pro's £t Con's: The culverts at Snow Creek Road Milepost 3.78
are failing and in need of replacement. In 2011, Public Works was awarded a grant for
culvert replacement through the Federal Highway Administration (FHWA) Forest Highway
Program. Preliminary engineering for this project is nearing completion. Amendment
No. 2 to the funding agreement will provide the construction funding for installation of a
24 -ft. span, three -sided concrete box culvert.
Fiscal Impact /Cost Benefit Analysis: The current amount obligated under this grant is
$170,000. Amendment No. 2 will add $452,200 for construction funding, bringing the
total obligated amount to $622,200. This project is funded at 100% by the Federal
Highway Administration.
Recommendation: The Board is requested to sign the three originals of the Amendment
and return all three originals to Public Works. After the Amendment has been executed
by FHWA, an original will be returned to the Board.

The purpose of this Amendment is to add funds for the Construction and Construction
Administration activities for the above referenced project.
1. Cover Page, Block 5. FUND AMOUNT: The Agreement is hereby increased by $452,200.00 from
$170,000.00 to amended total of $622,200.00 as stated in H. Cost Budget and by reason of this
amendment, as shown by Attachment I, Cost Estimates.
2. FHWA will reimburse Jefferson County for all eligible costs incurred under this Agreement.
The current estimated cost of the work described in this Agreement is $622,200.00. In no
case shall the FHWA and the County exceed this amount without a mutually agreed upon
modification of this Agreement.
3. ALL OTHER PROVISIONS OF THE ORIGINAL AGREEMENT REMAIN THE SAME.
