SUBJECT: Amendment to Professional Services Agreement with ISE Consultants for Watershed
Stewardship Resource Center Marketing, Facilitation, and Education Services (EPA Grant
#130- 00108601 -1)
ATTACHED: ISE Professional Services Agreement Amendment # 1;
STATEMENT OF ISSUE:
DCD staff requests the Board's approval of an amendment to the Professional Services Agreement with
the ISE Consultants for marketing, facilitation, and education /outreach services as part of the
Watershed Stewardship Resource Center EPA grant project. The only substantive change is to the
timeline, extending from June 30 to a September 30, 2013 end date.
BACKGROUND /ANALYSIS /STRATEGIC GOALS /PROS and CONS:
The Watershed Stewardship Resource Center (WSRC) project provides information, assistance and
inspiration to landowners, development professionals, and interested citizens for land use project
planning and permitting. Located at the Department of Community Development, the Resource Center
features a growing collection of informational handouts and staff assistance to help customers with
planning and permitting their projects.
ISE Consultants has been instrumental to our work with stakeholder groups for the grant tasks of
preparing permit process improvement recommendations, a strategic marketing framework, and tools
to inform and encourage DCD customers to understand the 'big picture' of land use and development.
Deliverables pending completion include implementation and evaluation of a marketing /branding
strategy and an educational handout for property owners and development professionals.
FISCAL IMPACT /COST- BENEFIT ANALYSIS:
Total contract cost for the marketing, facilitation, and education /outreach services is $16,500 provided
by federal grant funds. Extending the end date of this agreement is not anticipated to affect the budget.
RECOMMENDATION:
Approve Amendment #1 to the Professional Services Agreement with ISE Consultants for the Watershed
Stewardship Resource Center grant project.

Professional Services Agreement

ISE Consultants
WHEREAS, the firm ISE Consultants, hereinafter referred to as the "Consultant ", and Jefferson County, a
Washington municipal corporation hereinafter referred to as the "County" entered into an agreement on
October 1, 2012 for marketing, facilitation, and education/outreach services for the Watershed
Stewardship Resource Center grant project.
WHEREAS, the parties desire to amend the terms of that agreement.
IT IS AGREED BETWEEN BOTH PARTIES AS NAMED HEREIN AS FOLLOWS:
Section 1.3 The County's EPA Grant Agreement (PO J08601), including Administrative and
Programmatic Conditions, was amended on June 11, 2013.
2. Section 2. Time for Performance. The term of the above referenced agreement is extended and
ends September 30, 2013.
3. Section 20. Representatives; Notices. The Telephone contact number for the Consultant is
changed to (360)370 -7052.
4. All other terns and conditions of the agreement will remain the same.
