IT IS HEREBY RESOLVED that Highway 101, from M.P.294.5 to M.P.295.0, be improved as follows:
Quilcene Complete Streets Project will serve to calm highway vehicle traffic through the village center
and provide a safer environment for pedestrians, bicyclists, schoolchildren, and motorists. The Project
will result in new or improved sidewalks, dedicated highway crossings, bike lanes, pedestrian -scale
fighting, other visual cues for drivers to slow down through the Quilcene village, and transit stops for
Jefferson Transit service to the county seat of Port Townsend and other destinations.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and based on
the County Engineer's estimate is hereby made in the amounts and for the purpose shown:

This project is included in the officially adopted annual road program as Item No.

R.C.W. 36.81.130.
IT IS FURTHER RESOLVED that:

The construction is to be accomplished by County forces in accordance with R.C.W. 36.77.065 and
W.A.C. 136.18.

Subject: Resolution to Create County Project:
Quilcene Complete Streets
Statement of Issue:
A Resolution adding the Quilcene Complete Streets project to the 2012 Annual Construction
Program.
Analysis /Strategic Goals /Pro's & Con's:
The Quilcene Complete Streets project is a transportation improvement project included in the
officially adopted 2013 -2018 Transportation Improvement Program (TIP) as Item No. 22.
It will serve to calm highway vehicle traffic through the village center and provide a safer
environment for pedestrians, bicyclists, schoolchildren, and motorists.
Fiscal Impact /Cost Benefit Analysis:
The estimated project cost is $884,615. Jefferson County has been awarded a 100% State
Pedestrian & Bicycle Program grant to cover engineering, construction, and the education
activities.
Recommendation:
Sign the attached Resolution adding the project to the 2012 Annual Road Construction Program,
which authorizes Public Works to begin work on the project.
