MINUTES
Week of July 8, 2013
Chairman John Austin called the meeting to order at the appointed time in the presence of
Commissioner David Sullivan and Commissioner Phil Johnson.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
citizens in attendance at the meeting and reflect their personal opinions:
• A citizen inquired why the County does not seem concerned about the smart meter issue in the City:
• A citizen advised that; 1) The Seattle Foundation issued a $57,000 check toward renovating
Worthington Park in Quilcene; and 2) The County needs to look into installing restrooms near the Big
Quilcene River;
• A citizen commented that he spoke with a San Juan County resident regarding Home -Rule. The
resident stated citizens in San Juan County have a better opportunity to participate in local
government;
• A citizen stated that if, and, or when Home -Rule authority is granted to the citizens of Jefferson
County, it should be permanent; and advisory measures should be placed on every ballot;
• A citizen announced his dislike for the State Department of Ecology (DOE) and his support for a
Home -Rule Charter type of government;
• A citizen commented 1) Interest rates are going up; 2) Roundup residue is affecting the way
European cattle digest food; 3) 40% of people will come down with Type 2 diabetes; 4) Women who
take prenatal vitamins have a lower risk of having babies with autism; and 5) Having a Public Health
Department is beneficial;
• A citizen applauded the Home -Rule group's efforts, but urged the Commissioners to be careful. He
pointed out ways the Home -Rule group could be active in the current government activities; and
• A citizen stated there are good cases made for Home -Rule government, but if passed, there should be
a sunset clause added in case it ends up not working well.
APPROVAL AND ADOPTION OF THE CONSENTA GENDA: Commissioner
Johnson moved to approve all the items on the Consent Agenda as presented. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.

Payment of Jefferson County Vouchers/Warrants Dated June 28, 2013 Totaling $801.05
COMMISSIONERS BRIEFING SESSION: The Commissioners each provided
updates on the following items:
Chairman Austin
- Attended a State Department of Natural Resources (DNR) meeting and stated it was interesting to
see the process of reconveyance.
- Enjoyed music and the patriotic atmosphere at the American Legion during the 4h of July holiday.
Commissioner Johnson
- The Olympic Region Clean Air Authority ( ORCAA) will be measuring particulate matter at
.1 micrometers and below.
Is excited about the ORCAA grant and other grants that the community has been receiving lately.
Also attended a DNR meeting last week.
Is looking into whether or not the Worthington Park grant was approved.
Will be attending an ORCAA meeting this week.
Plans on attending a Puget Sound Partnership (PSP) meeting and addressing some issues.
RESOL UTION NO. 27 -13 re: HEARING NOTICE: Proposed Formation of Park &
Recreation District; Located within Kala Point: Auditor's Office staff confirmed that the petition was
certified through their office. Total signatures submitted were 154, with 109 signatures being required to
place on the ballot. Per state law, Commissioners must hold a hearing and address the issue of the
proposed Park & Recreation District name and boundaries. County Administrator Philip Morley stated
the hearing will be published in the County newspaper on July 10, 17 and 24, 2013 before the actual
hearing is held.
Commissioner Sullivan moved to adopt Resolution No. 27 -13 approving a Hearing Notice for the Kala
Point proposed formation of a Park & Recreation district and setting the hearing for Monday, August 5,
2013 at 10:00 a.m. Commissioner Johnson seconded the motion which carried by a unanimous vote.
Closed Session re: Strategy or position far collective bargaining, professional
negotiations, or grievance or mediation proceedings.
Appointment of Interim County Administrator: County Administrator Philip Morley
announced that he will be out of town on July 10 -12, 2013. Commissioner Johnson moved to appoint
Public Works Director Frank Gifford, as Interim County Administrator during Philip Morley's absence
this week. Chairman Austin seconded the motion which carried by a unanimous vote.

COUNTYADMINISTRA TOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
Calendar Coordination
• Commissioner Johnson will be attending an Olympic Region Clean Air Agency ( ORCAA)
meeting on July 10, 2013
• All 3 Commissioners will be attending a Hood Canal Coordinating Council (HCCC) Retreat on
July 10, 2013.
• County Administrator Philip Morley will be out of the office July 10 through July 12, 2013
• Commissioner Johnson will be attending an Entrance conference with the State Auditor's staff
on July 11, 2013
• There will be a telecom meeting on July 12, 2013 regarding HCCC grants. All 3 Commissioners
will be present
• Budget Committee meeting on July 16, 2013
• All 3 Commissioners will be attending Jefferson General Hospital's Baby - Friendly Hospital
celebration on July 17, 2013
• Commissioner Johnson will be attending an Integrated Watershed Plan (IWP) Steering
Committee meeting on July 17, 2013
• Department Directors and Elected Officials Quarterly meeting is on July 22, 2013
• Chairman Austin will be having dinner on July 17, 2013 with the new Secretary of Health
Director John Wiesman
• Commissioner Johnson will be out of the office the afternoon of Monday, July 22, through
July 23, 2013
• County Administrator Philip Morley will be attending the Washington Counties Risk Pool
(WCRP) summer conference from July 24 -25, 2013
• Chairman Austin will be attending a JeffCom meeting on July 25, 2013
• Commissioner Johnson will be substituting for Chairman Austin at a Jefferson -Port Townsend
Response Emergency Planning (JPREP) meeting on July 26, 2013
• There will be no Board of County Commissioner (BOCC) meeting on July 29, 2013
• Jefferson County Library is holding a breakfast meeting on August 7, 2013
• Tentative West End Community Input meeting on August 8, 2013
• The Jefferson County Fair is August 9 -11, 2013
• All 3 Commissioners will be attending a HCCC retreat on August 21, 2013
• The next HCCC meeting will be on October 16, 2013. There is no September meeting scheduled
• There will be a HCCC meeting on October 31, 2013
Miscellaneous Issues
• HCCC prep for July 12, 2013
• Worthington Park; $210,000 is in the budget
• $500,000 ALEA grant for trail at the head of Discovery Bay, Maynard Beach
• $516,000 ORCAA grant for monitoring; 3 years

• 6 year Transportation Improvement Project (TIP) Briefing will be on July 15, 2013 during the
County Administrator's Briefing session
• Regarding the Big Quil River and the State Department of Health (DOH) grant; County ability to
restrict fishing there if there is no state contribution for solving the sanitation. Who cleans vault
toilet at the Washington Department of Fish and Wildlife (WDFW) restroom at Linger Longer
Road or at the Blackpoint boat launch? Request extension from DOH. County Administrator
Philip Morley will call Environmental Health Director Jared Keefer; Place on Board of Health
(BOH) agenda; whether County BOH can close. Contact person for WDFW is Joe Storr, Deputy
Director. Chairman Austin will look into Washington State BOH's power to close. Discussion
of exploring options for keeping the fishing open while protecting shellfish, environmental and
public health.
