MINUTES
Week of July 1, 2013
Chairman John Austin called the meeting to order at the appointed time in the presence of
Commissioner David Sullivan and Commissioner Phil Johnson.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
citizens in attendance at the meeting and reflect their personal opinions:
A citizen urged the Commissioners to start the process on Home -Rule Charter style of government;
• 2 citizens stated they believe a Home -Rule Charter style of government would be beneficial to
Jefferson County;
• A citizen gave examples of communites with Home -Rule Charter who created Bill of Rights that
passed in their towns;
• A citizen commented on Quilcene events: 1) July Bite is July 6, 2013 at Worthington Park; and
2) Children's summer nutrition program starts in July;
• A citizen stated his concerns regarding an item on the Consent Agenda; and
• A citizen commented that the City of Port Townsend is installing 46 smart meters and she believes
there will be safety and financial repercussions.
APPROVAL AND ADOPTION OF THE CONSENTAGENDA: Commissioner Sullivan moved to
delete Item #5 and approve the remaining items on the Consent Agenda as submitted. Commissioner
Johnson seconded the motion which carried by a unanimous vote.

Discussion re: Consent Agenda Item #5 re: On -Call building plan review service:
Department of Community Development (DCD) Director Carl Smith stated that last year, DCD lost a
second building inspector due to budget cuts and the department has not been able to hire a replacement.
DCD considered other service providers, but Code Pros was the best fit.
County Administrator Philip Morley asked if DCD went through a bid hiring process? Director Smith
replied that for contracts under $100,000, the County does not have to go through the same steps. He
mentioned that the agenda item was reviewed by the County Risk Manager and the Prosecuting
Attorney and received authorization to be submitted for approval by the Board. County Administrator
Morley suggested the Board delay taking final action today due to a procedural question. The Board
agreed to postpone taking action on the on -call building plan review service.
COMMISSIONERS BRIEFING SESSION. The Commissioners each provided
updates on the following items:
Chairman Austin
- Attended a National Association of Counties (NACO) meeting in Washington D.C. last week and
spoke with Congressman Derek Kilmer.

Commissioner Sullivan
- Peninsula Development District updated their Comprehensive Development Strategy.
- Resource Conservation & Development (RC &D) applied for a rural business opportunity grant.
Commissioner Johnson
- Olympic Region Clean Air Agency (ORCAA) received funding for their ultrafine study of particles.
Discussion and Approval of Memorandum of Understanding (MOU) re:
Implementation and Operation of Emergency 911: JeffCom Director Karl Hatton explained the
updates needed for the JeffCom 911 call center, including the ability to receive 911 texts, video and
photographs. The Washington State Military Department desires to conduct a study of the feasibility of
consolidation of Emergency 911 systems and operations, and to determine if it is in the best interests of
the counties and their residents. The purpose of the Memorandum of Understanding (MOU) is to set
forth the terms and conditions under which the parties will conduct and participate in the study of the
feasibility of a range of options for consolidating some or all of Clallam County's and Jefferson
County's Emergency 911 systems on a regional basis. The MOU is limited to this purpose and does not
apply to any other power, privilege, or authority, which may be exercised by any party.
Commissioner Johnson moved to approve the MOU between Washington State Military Department,
Clallam County and Jefferson County. Commissioner Sullivan seconded the motion which
carried by a unanimous vote.
WSUExtension 4- HProgram Update: 4 -H Coordinator Sue Hay thanked Jefferson
County and the volunteers who have helped make their programs a success. She provided statistics of
their programs for the 2012 -2013 season: 28 clubs /programs, 115 enrolled adult volunteers, 7,000
combined volunteer hours, 290 enrolled youth (K -12), 50+ youth enrolled at the Jefferson Teen Center
at Chimacum High School and 60 youth participated in the Gibbs Lake Challenge course.
Ms. Hay stated that many families of youth in 4 -H programs are considered low income. They are
currently looking into hiring a faculty person who would split their time between Jefferson, Clallam and
Kitsap Counties.
4 -H Leader and Secretary of the Jefferson County Fair Board Lori Hampton commented that she has
been active in 4 -H for over 20 years. She believes the County Fair is a great opportunity to showcase the
4 -H participant's hard work. Sam Smith gave a description of her years as a 4 -H participant and
explained that she has learned a lot by being a member of 4 -H. Customer service and helping others are
just a couple things that 4 -H has taught her. Ms. Smith is currently part of the Stewardship Program and
is learning team building and leadership skills. She is also learning how the government and judicial
systems work through other 4 -H courses she has been attending.
The Commissioners expressed their appreciation for 4 -H programs. Commissioner Johnson pointed out
that he was in 4 -H when he was younger and participated in the forestry group and found it very
valuable and interesting. Commissioner Sullivan stated 4 -H is a good example of how this community
comes together to meet needs.

Discussion and approval of Proposed Federal/State Urban Transportation Area
Designation: County Engineer Monte Reinders and Public Works Director Frank Gifford gave a
presentation on the proposed federal and state urban transportation area designation which is updated
every 10 years. Monte Reinders stated this project is specifically for federal and state urban
transportation. He provided a map and described the current and proposed boundaries. The boundary
review team believes the new boundary should include the mill as well. The proposed boundary would
ensure that any project within that area could access urban funds. Anything outside the area could access
rural funds. The Department of Community Development (DCD) was notified that this was not a
planning - related boundary.
Commissioner Sullivan moved to support the proposed federal /state urban transportation designation.
Commissioner Johnson seconded the motion which carried by a unanimous vote.
Letter of request re: Review of two contaminated sites in Port Ludlow: Commissioner
Sullivan moved to send a letter, as drafted, to Rebecca Lawson of the Washington State Department of
Ecology regarding the cleanup of two sites in Port Ludlow. Commissioner Johnson seconded the motion
which carried by a unanimous vote.
COUNTYADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
Calendar Coordination
Chairman Austin and Commissioner Johnson will be attending a Washington State Association
of Counties (WSAC) and Timber Counties meeting with Commissioner Goldmark on
July 2, 2013
• Commissioner Johnson will be attending an Olympic Region Clean Air Agency (ORCAA)
meeting on July 10, 2013
• All 3 Commissioners will be attending a Hood Canal Coordinating Council (HCCC) Retreat on
July 10, 2013.
• County Administrator Philip Morley will be out of the office July 10 through July 12, 2013
• There will be a meeting on July 12, 2013 regarding HCCC grants
• Budget Committee meeting on July 16, 2013
• All 3 Commissioners will be attending Jefferson General Hospital's Baby - Friendly Hospital
celebration on July 17, 2013
• The HCCC meeting on July 17, 2013 has been cancelled
• Commissioner Johnson will be attending an Integrated Watershed Plan (IWP) Steering
Committee meeting on July 17, 2013
