Based on discussions with Gordon Pomeroy,Fire Chief,and Robert Low,Assistant Fire Chief, both with East Jefferson Fire Rescue,the proposed Chimacum Fire Hall will be designed to accommodate a maximum of 5 permanently stationed individuals. There will also be a maximum of one training session per month with a maximum of 20 people for a duration of 2 hours. Additionally, a pancake breakfast is held one time each year with a maximum of 100 people over a duration of 4 hours. According to information received from Lawhead Architect on March 16, 2012, the proposed fire hall will include a lobby, public restrooms, one office, a training room, a kitchen/day-room, an exercise room, 5 dorm rooms, mens & womens restrooms with showers, storage, laundry room, along with an apparatus bay with sink and restroom. Since the individuals permanently stationed at the fire hall will be generating similar wastewater as in a residential environment,we are proposing 45 gpd per capita in actual flows as called for in WAC246-272A-0230(2)(d)(i)(A). Except, unlike WAC246-272A- 0230(2)(d)(i)(B) which calls for a 33% increase in anticipated actual flows for surge capacity(design flows), we are proposing a 50%increase. This equates to 67.5 gpd per capita in design flows. Daily Maximum Anticipated Design Flows 5 people at 67.5 gpd / person: 338 gpd We are proposing adding 202 gpd to the design flows for additional safety factor and designing the treatment/disposal component for 540 gpd. This way the occasional flows can be spread out over the c' e the following days using the additional 202 gpd capacity. Flows for training will be based on every individual using the restroom and toilet. This should be conservative on the high side since it is very unlikely that every single individual will use the restroom. Flows per person are based on 0.4 gallons per hand washing plus 1.6 gallons per flush for a total of 2.0 gallons per person. Flows per individual for the pancake breakfast will be based on 1980 EPA Manual flows allowing 2.6 gallons per seating at restaurants. Keep in mind,in 1980 the low water use fixtures used today were not standard practice. Therefore 2.6 gallons per seating should be conservative on the high side. Occasional Flows Once per month training (20 people x 2.0 gal/person + 50% : 60 gpd p p 9 ( p p g p ) g Once per year pancake breakfast(100 people x 2.6 gal/person + 50%): 390 gpd This would equate to a required surge capacity of 930 gallons in the pump chamber(540 gallon plus 390 gallons). However,the system will be dosed every three hours. Based on 45 gallons per dose (2/3 of 540 gpd divided by 8 doses per day)the pump chamber will --dose 90 gallons to the drainfield (2 doses times 45 gallons per dose) during the 4 hour Q pancake breakfast. This would equate to an actual required minimum surge capacity of BQgallons in the pump chamber. This way the additional 202 gpd capacity added to the ( - system over and above that required for regular staffing can be utilized to dose out the ' l�'/ peak pancake flows over the next couple of days. �'v- These proposed flows are further supported by actual water use records. Attached is the - Chimacum Fire Hall water use analysis for the past two years. It appears the water use N" v t is greatest in the winter months. In emails with Chief Pomeroy,the number of individuals tfip staying at the Fire Hall stays consistent throughout the year and averages 3 to 4 people. t Therefore, it would appear that the higher flows during the winter months would be attributed to more frequent cleaning of the equipment(rainy,muddy,dirty roads). Average water use during the summer months over the previous two years is 180 gpd in actual water use with a peak of 188 gpd. Adding 50%to peak flows equates to 282 gpd in design flows(keeping in mind that this figure includes extraneous water use even in the summer). Using a conservative 3 people maximum staying at the Fire Hall and extrapolating to 5 people equates to 470 gpd in design flows.
