Resolution to Create County Project:
West Uncas Road Replacement Culvert
Statement of Issue:
A Resolution adding the West Uncas Road Replacement Culvert project to the 2013 Annual
Construction Program.
Analysis /Strategic Goals /Pro's 13 Con's:
The West Uncas Road Replacement Culvert project is a transportation improvement project
included in the officially adopted 2014 -2019 Transportation Improvement Program (TIP) as Item
No. 23. The project will replace a deteriorated metal culvert with concrete box culvert. This site
has been a chronic fish passage problem requiring yearly maintenance for over 5 years. Should
this culvert fail it will significantly impact the substantial restoration work that has been
completed to the north where Salmon Creek joins South Discovery Bay.
Fiscal Impact /Cost Benefit Analysis:
The estimated project cost is $590,000. Jefferson County will be seeking Salmon Recovery
Fund Board grant funds to cover engineering and construction costs.
Recommendation:
Sign the attached Resolution adding the project to the 2013 Annual Road Construction Program,
which authorizes Public Works to begin work on the project.

IT IS HEREBY RESOLVED that the West Uncas Road Culvert, located at M.P. 0.804, be improved as
follows:
Replace deteriorated metal culvert with concrete box culvert. This site has been a chronic fish passage
problem requiring yearly maintenance for over 5 years. Should this culvert fail it will significantly
impact the substantial restoration work that has been completed to the north where Salmon Creek joins
South Discovery Bay.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and based on
the County Engineer's estimate is hereby made in the amounts and for the purpose shown:

R.C.W. 36.81.130.
IT IS FURTHER RESOLVED that:

The construction is to be accomplished by County forces in accordance with R.C.W. 36.77.065 and
W.A.C. 136.18.
