Development Authority DBA Jamestown Networks
STATEMENT OF ISSUE:
The Memorandum of Understanding (MOU) will allow the County to purchase broadband
services based on a three tier system provided by JNet.
ANALYSIS:
RCW 39.34 permits local public agencies to enter into agreements for the purpose of
cooperating for mutual advantage. The Jamestown S'Klallam Tribe is recognized by the
Federal Government and therefore meets the definition of a public agency as defined by RCW
39.34.020. Entering into the MOU will give the County the opportunity to purchase high
capacity internet service for the Courthouse, Sheriff s Office and Castle Hill. This will allow
Information Services to provide better internet service to our users at a reduced cost.
FISCAL IMPACT:
Cost is within the current Information Services Budget.
RECOMMENDATION:
Approve and sign the Memorandum of Understanding with Jamestown S'Klallam Tribe
Economic Development Authority DBA Jamestown Networks for Jefferson County broadband
services.

This Memorandum of Understanding ("MOU") is between the Jamestown S'Klallarn Tribe Economic
Development Authority ("EDA") DBA Jamestown Networks ("JNet"), located at 1033 Old Blyn Hwy, Sequim,
WA 98382 and Jefferson County ("County"), located at 1820 Jefferson Street Port Townsend, WA
98368.
RECITALS
WHEREAS, JNet broadband capabilities include provisioning broadband services to governmental and
related community entities; and
WHEREAS, certain Jefferson County governmental, and related organizations, have united for the purpose
of developing a purchasing consortium; and
WHEREAS, the purchasing consortium consists of Cooperative Organizations as defined and listed in
EXHIBIT A attached to and made a part of this MOU; and
WHEREAS, the purchasing consortium of Jefferson County Cooperative Organizations wants to purchase
individual broadband services from JNet; and
WHEREAS, JNet is willing to provide broadband services to the consortium's Cooperative Organizations;
and
NOW, THEREFORE, the parties hereby agree to the following understandings;
1. County will purchase and JNet will provide broadband services based on a three tier system, each
tier designated by type of services, number of sites, and pricing,
2. THREE TIER SERVICES AND PRICING:
Tier 1: Small community, single site with internet service only at $50.00 per month;
Tier 2: Single site entity with high capacity internet service only at $150.00 per month; and
Tier 3: Multiple site entity with high capacity internet service and intra-county connectivity at
$300.00 per month per site,
3. County is a Tier 3 organization,
4. SERVICE SITES: See EXHIBIT B
5. START of SERVICES DATE:
This will be the date indicated as the Start of Services in the Firm Order Confirmation ("FOC") form.
a. If service starts in mid-month, the billing will be prorated from the Start of Services date
through the end of that month. This billing will be made at the time jNet receives the signed
Service Order Acceptance ("SOA") form, or five calendar days from the date of the SOA form,
if the signed form has not been returned within five days, thereafter
b. Billing is Net 30 on the first of the month for the current month.
7. TERM: This MOU is in effect from the date signed until replaced by an Inter-Agency Local
Agreement.
The above terms and conditions are considered ratified by the respective parties by their undersigned
representatives as of the dates indicated.
