Olympic Discovery Trail, South Discovery Bay —NOVA x County Project No: 1805951935 x IT IS HEREBY RESOLVED that Jefferson County Public Works is authorized to proceed with the Olympic Discovery Trail, South Discovery Bay planning project funded via a Recreation & Conservation Office (RCO) Nonhighway & Off -Road Vehicle Activities (NOVA) grant. IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and based on the County Engineer's estimate is hereby made in the amounts and for the purpose shown: PURPOSE ROAD LEVY PROPOSED GRANTS TOTAL Engineering $ 11,250 $ 100,000 $ 111,250 Right of Way $ 0 $ 0 $ 0 Sub -Total $ 11,250 $ 100,000 $ 111,250 Construction: $ 0 $ 0 $ 0 TOTAL $ 11,250 $ 100,000 $ 111,250 X This project is included in the officially adopted annual road program as Item No. 15 . " ,y r r C 0 M' ��• s '" JEFFERSON COUNTY m twill ATTEST: LG�h e� r Carolyn Avery Deputy Clerk of the Board m�� ��� Department of Public Works O Consent Agenda Page 1 of 2 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Philip Morley, County Administrator From: Monte Reinders Public Works Director / County Engineer e Agenda Date: October 7, 2013 Subject: Resolution to Create County Planning Project: Olympic Discovery Trail - South Discovery Bay - NOVA Grant Statement of Issue: This project will facilitate planning and design of future sections of the Olympic Discovery Trail between Old Gardiner Road and SR 20 (see map). It is in the 2013 Annual Construction Program as item #15. The County's intention is to separate this planning project into two segments with different deliverables for each. Segment (A) will span from Old Gardiner Road to approximately the south edge of the MJ Trucking property. For this portion construction -ready drawings, engineering and permits will be produced. Segment (B) is currently proposed to span from the south edge of the MJ Trucking property easterly to the vicinity of Fairmont Road. For this portion the remaining grant funds will be used to determine a preferred trail route including, feasibility and preconstruction studies, survey, environmental and /or cultural resource assessments and preliminary design drawings and design and construction estimates to 30% completion. Analysis /Strategic Goals /Pro's 8 Con's: This portion of the ODT is restricted to a narrow corridor between the S. Discovery Bay shoreline and Hwy. 101. The design l3 construction of this portion is being considered now in order to take advantage of the potentially significant environmental and financial benefit gained from occurring concurrently with the estuary restoration, including the RR trestle removal and waterline replacement, currently in process through the North Olympic Salmon Coalition (NOSC) and partners. Also, to preserve the viability of the DDT active transportation corridor that is envisioned to stretch from Port Townsend to the Pacific Ocean. Fiscal Impact /Cost Benefit Analysis: Public Works was awarded a grant from the Recreation 8 Conservation Office (RCO) Non - highway Ii Off -Road Vehicle Activities (NOVA) program for this planning and pre - design project. The total grant amount was $111,250 which consists of $100,000 in RCO funds and $11,250 in matching local funds. Recommendation: Sign the attached Resolution which authorizes Public Works to begin work on the project.
