HomeMy WebLinkAboutSeptember 26 Staff ReportSeptember 26, 2013 SWAC Solid Waste Staff Report  Tonnage//Revenue Solid waste tonnage is up 1.35% for the year compared with the same period in 2012. Prior to August we had been up 3 to 4%. Anecdotally we may be seeing a little more construction related debris, and we have benefited from several abandoned vessel disposals and City Dock demolition (thanks to the Port!). These are positive factors that suggest we may at least be seeing an economy that has achieved some level of stability. Note that the solid waste tonnage and revenue tabs on the SWAC report now include a year-to-date comparison for the current and prior year.  Solid Waste Fees for 2014 and Beyond Public Works financial analysis of the solid waste fund and revenue requirements for 2014 and beyond has completed internal review; the next steps are a briefing with the County Administrator followed by a public process starting with a presentation to the Board of County Commissioners who may approve a request for a Public Hearing. Following the Hearing, and if approved, the anticipated implementation date for fee changes would be January 2014.  2014 Solid Waste Budget A draft preliminary budget for 2014 has been submitted to the Auditor.  Staffing Update 1. Effective August 1, Frank Gifford has moved to Central Services Director and Monte Reinders is now Public Works Director/County Engineer. 2. SW Division plans to hire for the MRW/SW Coordinator position. Interviews are scheduled in September.  Coordinated Prevention Grant for SW Implementation Projects, 2013-2015 A final Agreement has been received from Dept. of Ecology for this funding (State share $80,403 over two years); this will be reviewed and submitted to the Board of County Commissioners for approval and signature. It has been earmarked for recycling services.  Capital Purchases 2013 1. A replacement Forklift (purchased via the State GA Contract) has been ordered with delivery expected in September. 2. A process has been started to replace the Trailer Jockey.  SWAC Membership 1. We currently have three vacancies for District 1, District 3, and At-large positions, and have recently received an application from one candidate. Advertising and direct outreach earlier this year had produced no candidates; efforts to recruit will be resumed. 2. The Chair position is currently vacant, and while John Merchant has again volunteered as Acting Chair, the Committee may wish to consider taking an action to fill this position.
