Statement of Issue:
The issue is requesting execution of the Supplemental Consultant Agreement #1 with
Integrity Structural Engineering, PLLC of Seattle, WA. for providing additional
construction inspection and construction engineering support services for the Queets
Bridge Painting, CR1881 project.
Analysis /Strategic Goals /Pro's 8: Con's:
This project consists of repainting the steel bridge girders and bracing members of the
Queets Bridge. The work includes minor girder web bracing, abrasive blasting, treatment
of pack rust, containment of wastes, and repainting with a primer and top coat paint
system. Additional inspection and construction engineering support services are necessary
due to the contractor's delay of project completion by approximately 2 Y2 months.
This supplemental agreement will provide additional construction engineering support
services by Integrity Structural Engineering, PLLC, through the end of the construction
phase. The additional required engineering support work for this project consists of: NACE
level Paint Inspection services, technical Paint Expert services, and Engineer of Record
services.
Fiscal Impact /Cost Benefit Analysis:
The maximum amount payable for consultant services under this Supplemental Consultant
Agreement #1 is $146,817.65. These consultant services will be eligible for reimbursement
from the Federal Highway Administration BHOS funding at the rate of 100%.

Recommendation:
The Board is asked to execute the three (3) originals of the Supplemental Consultant
Agreement ##1 with Integrity Structural Engineering, PLLC, and return two (2) signed
originals to Public Works (attn. John Wayand).

The Local Agency of Jefferson County, Washington desires to supplement the agreement entered into
with Integrity Structural Engineering, PPLC and executed on April 8. 2013 and identified as Agreement
No. Oueets 2013 -2.
All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:
Section 11, SCOPE OF WORK, is hereby changed to read:
As specified in Exhibit "B".

Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of
calendar days for completion of the work to read:
No Change (March 31, 2014)
III
Section V, PAYMENT, shall be amended as follows:
Original Agreement: $185,143.68
Supplemental Agreement #1: $146,817.65
New Agreement Maximum Amount Payable: $331,961.33
as set forth in the attached Exhibit A, and by this reference made a part of this supplement.

The scope of work for this Supplemental Agreement contains the following additional work:
1. Additional work above the work specified in the original consultant agreement scope: Project
Management, technical reviews and approvals of contractor submittals and re- submittals, contractor
requests for information, weekly consultant and contractor phone conferences, project meetings,
review of contractor schedules, and painting inspection review and assistance.
2. Additional work as specified in Change Order Directive #1: second shift Paint Inspector ( +26
working days).
3. Additional work as specified in Change Order Directive #2: first shift Paint Inspector ( +53 days),
second Paint Inspector for first shift ( +13 working days).
