Snow Creek Road,

WHEREAS, a planned culvert replacement at Snow Creek Road Milepost 3.7,8, County Road
No. 352909, Project No. 1805951899, shall cause interruption and unavoidable delays to traffic, and
WHEREAS, as potential hazard exists to the motoring public and the workers, and
WHEREAS, alternate routes are available to the motoring public, and
WHEREAS, notice of closure will be published in the area newspaper, and provided by signage
at the site not less than 3 days prior to closure, as required by law, and
WHEREAS, Chapter 47.48 R.C.W. authorizes closure of roads,
IT IS HEREBY RESOLVED that said Snow Creek Road be closed between milepost 3.74 and
milepost 3.82 to all traffic for a period not to exceed twenty -eight consecutive calendar days between
July 1, 2014 and September 30, 2014 for culvert replacement work.

Subject: Temporary Road Closure on Snow Creek Rd., MP 3.74 to MP 3.82, County
Road No. 352909
Statement of Issue: A planned culvert replacement on Snow Creek Road will be best served
by a temporary road closure.
Analysis /Strategic Goals /Pro's £t Con's: The existing culverts at Snow Creek Road MP 3.78
are failing and a new structure is needed to accommodate fish passage. The culverts will be
replaced with a 24 ft. span precast, reinforced concrete three -sided structure. Construction
is scheduled for 2014. The Department of Public Works has determined that a temporary road
closure is appropriate for this project. Closure of Snow Creek Road will allow the work to be
completed in a shorter time period, at lower cost, and will not significantly impact the
travelling public and adjacent landowners.
Beyond the project site, Snow Creek Road serves National Forest land, Dept. of Natural
Resources Land and private timber land owned by Pope Resources. These entities have been
notified and are agreeable to the road closure. Their properties are accessible via other
forest roads. There are no residences beyond the project site. The closure wilt be for a
maximum of 28 consecutive calendar days.
Given the location, availability of alternate routes, and advance warning to the public
through signage and publication, road closure is the best alternative.
Fiscal Impact /Cost Benefit Analysis: This project has 100% funding through the Forest
Highway Program, administered by the Western Federal Lands Division of the Federal Highway
Administration.
Recommendation: The Board is requested to approve the road closure, and return a copy of
the resolution to Public Works for further processing.
