Subject: CALL FOR BIDS for Supply of Liquid Asphalt Products for
Bituminous Surface Treatment for Calendar Year 2014
Statement of Issue:
CALL FOR BIDS for Supply of Liquid Asphalt Products for Bituminous Surface
Treatment (BST) Program. The Call for Bids is required for publication for
procurement of products in accordance with RCW 36.32.240 £r RCW 39.04.
Analysis /Strategic Goals /Pro's & Con's:
The liquid asphalt products are to be used by the Department of Public Works
Road Operations in the annual road preservation chip seal program.
Fiscal Impact /Cost Benefit Analysis:
Purchase of liquid asphalt products is accounted for in the 2014 Department of
Public Works Road Operations Budget. The Engineer's Estimate value of the
contract is $439,500.00 plus Washington State Sales Tax.
Recommendation:
The Department of Public Works recommends the Board approve the Call for
Bids and authorize the Chair to sign the attached Call for Bids where indicated,
and return it to the Department of Public Works for publishing.

NOTICE TO CONTRACTORS
CALL FOR BIDS
Notice is hereby given that the Board of County Commissioners of Jefferson County, State of
Washington, will receive SEALED BIDS for:
SUPPLY OF LIQUID ASPHALT PRODUCTS FOR BITUMINOUS SURFACE
TREATMENT (BST) FOR CALENDAR YEAR 2014
Bids will be received up until the hour of 9:30 a.m. on Monday, December 9, 2013, at the office
of the County Commissioners, basement floor of the Jefferson County Courthouse, 1820 Jefferson
Street, P.O. Box 1220, Port Townsend, Washington, 98368. Sealed bids will be opened and read
publicly at 10:00 a.m. or shortly thereafter.
This bid is for supply of liquid asphalt products for use by the Jefferson County Department of
Public Works in the annual chip seal maintenance program on various county roadways in calendar
year 2014, in accordance with the General Contract Provisions and the WSDOT Standard
Specifications. The Engineers Estimate for this Contract is $439,500.00, plus Washington State
Sales Tax.
Bids shall be submitted in accordance with the Specifications and Contract Documents on file at
the office of the Department of Public Works. Printed copies or electronic copies may be obtained
by prospective bidders by contacting:

It will be the sole responsibility of the bidder to ensure bids are in the possession of the Board of
County Commissioners by the appointed date and time. No facsimile bid documents will be
accepted. The Board of County Commissioners reserves the right to reject any and all proposals
and to accept the proposals deemed most advantageous to Jefferson County, and to waive all
informalities in the bidding.
