Statement of Issue: The attached Local Agency Agreement Supplement with WSDOT
is necessary in order to proceed with construction of the Upper Hoh Road, MP 3.338
Culvert Replacement project.
Analysis /Strategic Goals /Pro's Et Con's: This project consists of replacing the
substandard, failing culvert at Upper Hoh Road MP 3.338 with a new 48 -inch diameter
steel culvert. The new pipe is to be installed by pipe ramming through the fill
adjacent to the existing culvert in order to keep the road open and lower costs. This
Supplement is for the construction contract and construction engineering.
Fiscal Impact /Cost Benefit Analysis: This project has 100% funding through the
Public Lands Highway Discretionary fund, administered by the Federal Highway
Administration.
Recommendation: The Board is requested to sign the three originals of the Local
Agency Agreement Supplement, and return to Public Works.

The Local Agency requests to supplement the agreement entered into and executed on September 23, 2011
All provisions, in the basic agreement remain in effect except as modified by this supplement.
