Subject: Bid Award for 2014 Supply of Liquid Asphalt Products
Statement of Issue:
Public Works staff has completed checking the bids opened on December 9,
2013 for the 2014 Supply of Liquid Asphalt Products, and finds it to be in the County's
best interest to award a Purchase & Sate Agreement to Albino Asphalt of Vancouver,
WA for the amounts specified in their bid.
Analysis/Strategic GoaWPro's & Con's:
This Bid Award is consistent with the County's goals in that it provides for
maintenance of the County roads infrastructure. This product is used in the County's
pavement surfacing and preservation program.
Fiscal Impact/Cost Benefit Analysis:
Purchase of these materials is accounted for in the 2014 Road Operations
Budget. Estimated Purchase a Sale Agreement amount is $383,200.00 plus Washington
State Sales Tax; however, there is no guaranteed minimum order with the supplier.
(This is a supply Agreement).
Recommendation:
The Board is asked to award the Purchase & Sale Agreement by signing and
returning the attached Memorandum to Public Works for further processing. The
Purchase & Sale Agreement will then be returned to the Board for final execution.

Subject: Recommendation for Award of `Purchase & Sale Agreement' for
Supply of Liquid Asphalt for the 2014 Bituminous Surfacing Treatment Program
Public Works staff has completed checking bids opened on December 9, 2013 for the Supply of Liquid
Asphalt Products for the County's 2014 `Bituminous Surfacing Treatment Program'.
Public Works finds it to be in the County's best interest to award a Purchase & Sale Agreement per the
General Contract Provisions to:
Albino Asphalt of Vancouver, WA
For the following unit bid prices:
CRS -2P (500 Tons): $550.00 per ton of product plus $76.00 per ton for freight. $313,000.00
CSS -1 (50% Dilute) (200 Tons): $275.00 per ton of product plus $76.00 per ton for freight. $ 70,200.00
Contractor Performance Bond: .................................................................................................. $ 3,000.00
For an estimated value of $386,200.00, plus Washington State Sales Tax.
The Jefferson County Board of Commissioners approves award of bid to the above - listed supplier.
