HomeMy WebLinkAbout067 131 STATE OF WASHINGTON Jefferson County IN THE MATTER OF A HEARING NOTICE } FOR AN EMERGENCY SUPPLEMENTAL 2013 } 67 -13 BUDGET APPROPRIATION/EXTENSION FOR } RESOLUTION NO. THE PROSECUTING ATTORNEY'S OFFICE FUND } WHEREAS, the Jefferson County Prosecuting Attorney's Office has made a request for a supplemental budget appropriation/extension for their 2013 budget; and WHEREAS, the increased spending in such requests are funded by additional sources which were not anticipated at the time of preparing said budgets; and such sources include unanticipated revenue received from fees, or grants from the State and Federal government, or proceeds from the sale of bonds, or budgeted but unexpended monies from the prior budget year; and WHEREAS, it appears to the Board of County Commissioners that a need and emergency exists that was not foreseen or contemplated at the time of preparing the budgets for 2014. The following identified expenditure amount is to be added to the Prosecuting Attorney's Office Fund. Expenditure amounts in excess of revenues shall be appropriated from the unencumbered balances and represent an extension of the Fund budgets listed: AMOUNTFROM UNENCUMBERED FUND# FUND NAME FUND BALANCE REVENUE EXPENSE CURRENT EXPENSE/GENERAL FUND 001 - 150 -000 PROSECUTING ATTORNEY $20,890 $20,890 Total General Fund $20,890 $0 $20,890 NOW THEREFORE, BE IT RESOLVED, that an emergency is hereby declared, and that a supplemental budget appropriation /extension be made for the above noted fund. Between them both attorneys handle all of the felony caseload, but, due to the severity and complexity of the homicide case both Prosecutor Rosekrans and DPA Ashcraft needed to work exclusively on the homicide. Therefore, with approval from the BOCC, a Special DPA was brought in for an estimated 6 weeks to handle all of '.. the felony cases to free up Rosekrans and Ashcraft to work on the homicide during that time. However, when the trial was '.. '.reset to July 8, 2013 the Special Deputy was kept on while work continued on the homicide. Once the trial was well underway a''.. furor unexpectedly came forward as a possible witness for the State resulting in a mistrial being called. The Special Deputy was released at that time. The cost of the Special Deputy was $32,889.37 in salary and benefits. Res ctfully submitted, _ _ . Consent Agenda Commissioners Office JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners FROM: Philip Morley, County Administrator Erin Lundgren, Clerk of the Board DATE: December 16, 2013 SUBJECT: HEARING NOTICE re: Emergency Supplemental 2013 Budget Appropriation/Extension for the Prosecuting Attorney's Office; Hearing Scheduled for Monday, January 6, 2014 at 11:00 a.m. in the Commissioners' Chambers STATEMENT OF ISSUE: The Prosecuting Attorney's office has requested an emergency appropriation/extension to their 2013 Budget. Per RCW 36.40.140, the Board of County Commissioners must hold a public hearing regarding the proposed budget changes. ANALYSIS: These budget changes are intended to address necessary expenditures of the requesting department, including wages paid for Special Deputy Prosecuting Attorney services for the Pierce Trial. FISCAL IMPACT: See attached department fund request. RECOMMENDATION: Approve the resolution scheduling a hearing on the emergency supplemental 2013 budget appropriation/extension.
