MEMORANDUM
To: Members of Shoreline Technical Advisory Committee (STAC), Shoreline Policy Advisory
Committee (SPAC), Planning Commission, Board of County Commissioners and Interested
Public
From: Michelle McConnell, Associate Planner, DCD
Date: November 30, 2008
Subject: Release of Final Shoreline Inventory & Characterization Report revised document
After months of work with consultant team ESA Adolfson, led by Margaret Clancy, we are pleased to release
the Final Shoreline Inventory & Characterization – Revised November 2008 document. The document reflects
1) committee feedback, 2) additional freshwater reaches included under SMP jurisdiction as reported in the
May 2007 final STAC Draft, and 3) further revision and refinement from the June 2008 revised final document.
Specific minor text changes were made that also affected formatting aspects such as page numbers and
section headings throughout Chapters 1, 4 and 5. The intent of the changes was to better clarify lakes under
SMP jurisdiction. Content changes are evident as follows:
• Chapter 1 – Pages 1-1, 1-8, 1-14 and 1-15 (Table 1-2);
• Chapter 4 – Pages 4-31, 4-77, and 4-91 through 4-92; and
• Chapter 5 – Pages 5-5, 5-11 through 5-21.
This Final Shoreline Inventory & Characterization Report (FSICR) is a required component of the SMP
Comprehensive Update and serves as a technical supplement to the Preliminary Draft SMP staff proposal for
amending the Comprehensive Plan and Unified Development Code. All jurisdictions in the state must update
their SMPs by 2014, Jefferson County’s legislatively mandated due date is December 2011.
This document is available for viewing and download on the project website, online at

The document can also be purchased here at DCD as a hard copy ($0.15 per page) or as a compact disc
($1.10).
