Public Works Director /County Engineer/�n— Agenda Date: January 21, 2014 Subject: CALL FOR BIDS for Pavement Marking on Jefferson County Roadways in Calendar Years 2014 8 2015 Statement of Issue: The Board's approval of this 'Call for Bids' for traffic marking and lane striping services is required in order for the Department of Public Works to solicit bids in accordance with RCW 36.32.240 & RCW 39.04, Analysis /Strategic Goals /Pro's ft Con's: Traffic lane striping and other pavement markings require annual evaluation, refurbishing and /or replacement. Approval of this Call for Bids will allow for procurement of pavement marking services for calendar years 2014 and 2015. Fiscal Impact/Cost Benefit Analysis: Contracted pavement marking services are accounted for in the Public Works Road Operations Budgets for 2014 and 2015. Recommendation: The Department of Public Works recommends the Board approve the call for bids for these necessary services, and authorize the Chair to sign the attached 'Call for Bids' where indicated, and return it to the Department of Public Works for publication. Notice is hereby given that the Board of County Commissioners of Jefferson County, State of Washington, will receive sealed bids up until the hour of 9:30 a.m. on Monday, February 10, 2014 at the Office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820 Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368, for Pavement Marking on Jefferson County Roadways for calendar years 2014 and 2015. Sealed bids will be opened and read publicly at 10:15 a.m., or shortly thereafter, on the same day in the Jefferson County Commissioners Chambers, basement level of the Jefferson County Courthouse. This bid is for a 2 -year contract to furnish all labor, equipment, and materials necessary to complete pavement marking on Jefferson County roadways for calendar years 2014 and 2015 in accordance with the Contract Plans and Provisions and the 2014 Edition of the Washington State Dept of Transportation Standard Specifications. The Engineers Estimate for this contract is $468,029.30. Bids shall be submitted in accordance with the specifications and contract documents on file at the Department of Public Works, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained by prospective bidders. Printed copies may also be obtained through the mail by calling the Department of Public Works at 360- 385 -9160. Electronic copies may be obtained via e-mail at pubworks @co. iefferson.wa.us Each bid shall be accompanied by a surety bond, postal money order, cash, cashier's check or certified check payable to the Treasurer of Jefferson County in the sum of five (5 %) percent of the bid amount, to be forfeited to Jefferson County by the successful bidder if he /she fails to enter into a contract and file an acceptable surety bond in the amount of 100% of the contract price within ten (10) calendar days of the award. The Board of County Commissioners reserves the right to reject any and all bids, and to accept the bid deemed most advantageous to Jefferson County, and to waive all informalities in the bidding. Jefferson County, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000 -4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
