Statement of Issue: The Board is asked to approve the Call for Bids for the Snow
Creek Road Culvert Replacement, Snow Creek Road MP 3.78, County Project No.
CR1899, FHWA Agreement No. DTFH70-1 1 -E-00039.
Analysis /Strategic Goals /Pro's ft Con's: The two existing culverts at Snow Creek
Road Milepost 3.78 form a fish passage barrier, and are failing and in need of
replacement. In 2011, Public Works was awarded a grant for culvert replacement
through the Federal Highway Administration (FHWA) Forest Highway Program. This
Call for Bids is for construction of the new culvert, which will be a fish - passable 24 -ft.
span, precast, reinforced concrete 3 -sided structure.
Fiscal Impact /Cost Benefit Analysis: The Engineer's Estimate is $398,867. This will
be funded at 100% by the Federal Highway Administration.
Recommendation: The Board is requested to sign the Call for Bids, and return to
Public Works.

CALL FOR BIDS
Snow Creek Road Culvert Replacement
County Project No. CR1899
Notice is hereby given that the Board of County Commissioners of Jefferson County, State of
Washington, will receive sealed bids up until the hour of 9:30 a.m. on Monday, February 24, 2014
at the Office of the County Commissioners, basement level of the Jefferson County Courthouse,
1820 Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368, for construction of the
Snow Creek Road Culvert Replacement, County Project No. CR1899. Sealed bids will be opened
and read publicly at 10:00 a.m., or shortly thereafter, on the same day in the Jefferson County
Commissioners Chambers, basement level of the Jefferson County Courthouse.
This Contract provides for the improvement of Snow Creek Road by replacing two culverts at
milepost 3.78 (Andrews Creek) in East Jefferson County near Quilcene, Washington. Work
includes furnishing and installing a new 24 ft. span precast, reinforced, 3- sided, concrete box
culvert with precast footings and precast wing walls, stream restoration, resurfacing, guardrails, site
restoration and other work, all in accordance with the attached Contract Plans, these Contract
Provisions, and the Standard Specifications. The Engineers Estimate is $398,867.
Bids shall be submitted in accordance with the plans and specifications on file at the Department of
Public Works, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained
by prospective bidders. Hard copies and /or electronic copies may also be obtained by calling the
Department of Public Works at (360) 385 -9160.
Each bid shall be accompanied by a surety bond, postal money order, cash, cashiers check or
certified check payable to the Treasurer of Jefferson County in the sum of five (5 %) percent of the
bid amount, to be forfeited to Jefferson County by the successful bidder if he /she fails to enter into
a contract and file an acceptable surety bond in the amount of 100% of the contract price within
twenty (20) days of the award. The Board of County Commissioners reserves the right to reject
any and all bids, and to accept the bid deemed most advantageous to Jefferson County, and to
waive all informalities in the bidding.
Jefferson County, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42
U.S.C. 2000d to 2000d -4 and Title 49, Code of Federal Regulations, Department of
Transportation, Subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally
assisted programs of the Department of Transportation issued pursuant to such Act, hereby
notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant
to this advertisement, disadvantaged business enterprises will be afforded full opportunity
to submit bids in response to this invitation and will not be discriminated against on the
grounds of race, color, national origin or sex in consideration for an award.
