Jefferson County Sheriff's Department has participated in this program for the past several years under a directly funding mechanism. For the funding period July 12013 through June 30, 2015, the State changed to grant funding. In February 2013, we submitted a grant application. It was approved and awarded in November 2013. The grant application on file with DOE is signed by the Sheriff, but does not have the signature of John Austin, Commissioner, who was identified on the application as the applicant. The Department of Ecology is requesting that the attached copy of the application signed by a County Commissioner in order to validate the grant. ANALYSIS: This grant provides funding for services which have been performed for several years. The Sheriff's Office has already incurred expenses against the grant contract. FISCAL IMPACT: Failure to sign the application will void the grant and disqualify us from receiving reimbursement. RECOMMENDATION: This application should be signed to correct a paperwork oversight. GOAL STATEMENT - Describe the general goal you wish to accomplish through this grant. To locate and clean heavily littered roadways, illegal dumpsites within Jefferson County as identified by various sources. As an incentive to become a member of the work crew is to reduce time within the facility for low risk inmates. The work crew is a valuable tool in education as well as a deterrent and gives inmates a sense of accomplishment in making their community a cleaner place to reside. PROJECT DESCRIPTION - Identify all partners in the project and the roles they play. Also demonstrate readiness to proceed in detailing how each phase of the project will occur: collection, schedule, transport, disposal, etc. Describe how you will coordinate with other litter control groups (EYC, WSDOT, WDOC). The recipient shall supervise an adult inmate crew housed at the Jefferson County Jail, three days per week during the summer months and 2 days per week during the winter months to clean state, county and city roadways. Litter and illegal dumpsites cleanup shall occur for selected roadways and controlled areas by request and agreement with municipals, state and federal agencies. The crew shall be comprised of up to five (5) inmates and one supervisor. The supervisor shall be responsible for scheduling and coordinating daily activities for the work crew in coordination with the road department, other agency jurisdictions and complaint letters from the general public. The crew shall be responsible for loading and transporting the litter for disposal except in situations of excessive quantities and /or large items. In these situations, the recipient shall coordinate with the roads department for pick up and transport. If possible, litter will be collected by the work crew and disposed of at the Jefferson County Landfill on the same day. ELIGIBLE COSTS - Identify what costs you are requesting the CLCP to reimburse. The recipient shall be awarded funds to pay for a portion of the work crew supervisors salary and benefits which is solely dedicated to litter pickup efforts; fuel costs and vehicle and trailer maintenance; contract eligible training, a portion of contract eligible disposal costs; and 10% of administration costs. COMMUNITY INVESTMENTS - List all partners committed to the project, including volunteers and other participants, donated goods and services, waived tipping fees, etc. These demonstrate the degree of local cooperation and investment. Community investments include the following: Jefferson County Sheriff Office will provide office space, administration costs, and phone. Jefferson County Health Department will provide liaison for illegal dumpsites, follow -up enforcement. Goodman Sanitation is providing sani -cans for inmate use during pick -up with no charge of rental. ESTIMATED /EXPECTED OUTCOMES /IMPACTS - Estimate what the project will accomplish. These are the same measures you will be required to track and report regularly. Be sure to pick something you can measure. *Ecology recognizes that at this time you may not be able to estimate the amounts of material you will clean up, but you need to be aware that Ecology will expect you to measure these for your progress reports. Project Description: Education of the public using advertising on local transit buses, local newspapers, and community events in regards to state laws on illegal dumping and covering your loads in correlation to state and local laws. Eligible Costs: The Recipient shall be awarded funds to pay for material for such educational purposes outlined above such as advertising which will be mounted on local transit, advertising in local newspapers, and educational material to be handed out at local events and fairs. Pens, key chains, brochures, stickers, etc. Prior costs of advertising on transit buses equaled approx. $250 per week for advertising on 4 buses. Costs of advertising in local newspaper approx. $200 month. Costs of educational material approx. $750. • Community Investment: Jefferson County Sheriff Office will provide booths at local events and fairs as well as distribution of brochures at local transfer stations to promote "cover your load" laws. Projected Outcome: Projected outcome for the Education and Outreach portion of the grant would entail the education of illegal dumpsites and litter prevention in Jefferson County, The Education Outreach Program would reduce litter on the roadways and at illegal dumpsites by 20 %. •
