Subject: Recommendation of Award of Contract for Pavement Marking on Jefferson
County Roadways for Calendar Years 2014-2015
Statement of Issue:
Public Works staff has completed checking bids opened on February 10, 2014 for Pavement Marking
on Jefferson County Roadways for Calendar Years 2014-2015, and finds it to be in the County's best
interest to award a Contract to Stripe Rite, Inc. of Sumner, WA at the amount specified in their bid.
Analysis/Strategic Goals/Pro's Ft Con's:
Bid Award is consistent with the County's goals in that it provides for safety of the motoring public.
Signing the attached Recommendation of Award of Contract memo authorizes the contract amount.
Fiscal Impact/Cost Benefit Analysis:
Pavement marking services are included in the 2014 Road Operations budget and 2015 expenditure
forecast. Estimated Contract amount over the two (2) year period is $541,014.14.
Recommendation:
The Board is recommended to award the Contract by the Chair's signing of the attached
Memorandum where indicated, and then returning the memo to Public Works for further
processing. The Contract will then be returned to the Board for final execution.

Subject: Recommendation for Award of Contract for County Project 1801939
Pavement Marking on Jefferson County Roadways for Calendar Years 2014 & 2015
Public Works staff has completed checking the bids opened on Monday, February 10, 2014 for
the project referenced above, and finds it to be in the best interest of the County to award the
Contract to the lowest responsive bidder, Stripe Rite, Inc. of Sumner, WA, for their bid amount
of $541,014.14, plus Washington State Sales Tax. This will allow the County to complete this
project as scheduled and provide essential pavement marking for the traveling public.
The bid from Stripe Rite, Inc. is 15.6% over the Engineers Estimate of $468,029.30. Research
and examination of both of the bids submitted revealed that a recent trend in increased materials
and traffic control costs accounts for the discrepancy between the Engineers Estimate and the
lowest responsible bid. Fund balance will be used to cover the additional costs.

The Jefferson County Board of Commissioners approves bid award to the above -listed contractor.
