North Pacific Coast Marine Resources Committee (NPC MRC);

STATEMENT OF ISSUE:
Jefferson County Public Health, Water Quality Division, requests the Boards approval of
the Interlocal Agreement with Clallam County for North Pacific Coast Marine Resources
Committee (NPC MRC); July 1, 2013 —June 30, 2014; $10,039
ANALYSIS /STRATEGIC GOALS /PRO'S and CON'S:
In September of 2009, the county commissioners for Jefferson and Clallam counties
issued a joint resolution to form the North Pacific Coast Marine Resources Committee
(NPC NRC) to help advance Coastal MRC Program performance benchmarks
(htto: // wdfw .wa.gov /about/volunteer /mrc). Clallam County originally acted as the lead
agency for the organization.
On April 17, 2012, the NPC MRC unanimously voted to change fiscal administration from
Clallam County to Jefferson County. On July 31, 2012, Clallam County issued Resolution
#53 to transfer fiscal administration to Jefferson County.
This Interlocal Agreement identifies Jefferson County as the lead agency for the NPC
MRC in FY 2014 and provides up to $10,039.00 in pass through funds to Clallam County
from WDFW grant #13 -2200, which is anticipated to be approved by the Jefferson BoCC
on February 26, 2014. The funds will support continued involvement by Clallam County
in the NPC MRC by reimbursing payroll and travel costs related to this agreement and
attendance at monthly MRC meetings and related events.

FISCAL IMPACT /COST BENEFIT ANALYSIS:
The costs associated with this agreement will be paid for by WDFW Grant #13 -2200.
There is no match requirement and the Jefferson County General Fund will not be
affected.

WHEREAS, Chapter 36.125 RCW provided authority for the Washington Department of Fish
and Wildlife (WI)FW) to create a new program to provide support for the development,
administration, and coordination of coastal Marine Resources Committees (MRCS) and MRC-
sponsored projects that benefit coastal and marine resources; and
WHEREAS, Clallam County and Jefferson County approved anoint resolution on September 15,
2009 to form the North Pacific Coast Marine Resources Committee (NPC MRC) under Chapter
36.125 RCW; and
WHEREAS, the Washington Department of Fish and Wildlife (Vv DFW) has contracted with
Jefferson County (WDFW #13-2200) to implement the North Pacific Coast Marine Resources
Committee; and
WHEREAS, the Interlocal Cooperation Act (Chapter 39.34 RCW) provides authority for
governmental entities to exercise their respective powers jointly through intergovernmental
agreements;
NOW, THEREFORE, it is mutually agreed that:
Jefferson County contracts with Clallam. County to participate with Jefferson County in meetings
and educational outreach activities to support the North Pacific Coast Marine Resources
Committee, as outlined in the attached scope of work (Exhibit A), consistent with the grant
contract between Jefferson County and the Department of Fish and Wildlife #13-2200 and
Jefferson County will compensate Clallam County up to the sum of $10,039,00 in fiscal year
2013-2014 for the activities and products detailed in Exhibit A.
Each of the Counties will name an administrator for this Agreement. Their names and job titles

This agreement will terminate no later than June 30, 2014. Both parties may terminate this
agreement upon 30 days notice to the director of Clallam County Community Development or
the director of Jefferson County Public Health for any reason.

This agreement may be amended by the mutual written agreement of both parties. The basis for
amending or terminating this agreement may be an increase or decrease in project funding
addition of required tasks not addressed in this agreement, or other items affecting the planning
process required under Chapter 36.125 RCW
The effective date of this agreement shall be July 1, 2013.This document may be executed in
counterparts, each of which will have the same force and effect of the original.

WHEREAS, Chapter 36.125 RCW provided authority for the Washington Department of Fish
and Wildlife (WDFW) to create a new program to provide support for the development,
administration, and coordination of coastal Marine Resources Committees (MRCS) and MRC-
sponsored projects that benefit coastal and marine resources; and
WHEREAS, Clallam County and Jefferson County approved a joint resolution on September 15,

wH,EREAS, Clallarn County was designated the lead agency for administration of Chapter
36.125 RCW along the outer coasts of western Jefferson and Clallam counties through June of
2012; and
WHEREAS, the Washington Department of Fish and Wildlife (WDFW) approved a contract
with Clallam County (WDFW #09-1514) to implement the North Pacific Coast Marine
Resources Committee on November 10, 2009 and had renewed annual contracts for this project
every year through State FY 2012; and

wHEREAS, in Resolution #53, Clallarn County transferred fiscal administration to Jefferson
County for the 2012-2013 fiscal year on July 31, 2012; and
wH.EREAS, the Washington Department of Fish and Wildlife (WDFW) is in the process of
contracting with Jefferson County (WDFW #12-1735) to implement the North Pacific Coast
Marine Resources Committee; and

As of July 1, 2012, Jefferson County will become the designated lead agency for administration

Jefferson County contracts with Clallam County for the purpose of participating with Jefferson
County in meetings and educational outreach activities to support the North Pacific Coast Marine
