Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 15.) The applicant's property (parcel number 921-185-001) is designated Rural Forest(RF-40) under the Jefferson County Comprehensive Land Use Map, effective 8/28/98. The adjacent property located south of the applicant's property is also designated Rural Forest (RF-40) under the Jefferson County Comprehensive Plan Land Use Map, effective 8/28/98. The adjacent property located west of the applicant's property is designated Commercial Forest(CF-80) under the Jefferson County Comprehensive Plan Land Use Map, effective 8/28/98. 16.) The required setbacks for new structures proposed to be located on parcels designated commercial or forest is established to be 250 feet from the property line. There are several constraints (size, shape, and physical) that do not allow a setback of 250 feet. The applicant's property is 196 feet in width and 1037 feet in length. The width of 196 feet makes it impossible to meet a setback of 250 feet from the north and south property lines. The applicant proposes to locate the residence 87 feet from the north property line and 20 feet from the south property line. Due to property width the above proposed setbacks are basically the maximum setbacks possible from the north and south property lines. A waiver is justified. The proposed residence location is on a natural bench that is 210 feet from the west property line and 836 feet from the east property line. The physical constraint of steeper slopes east of the proposed residence is justification for allowing the proposed setback of 210 feet from the west property line as the maximum possible setback. 17.) Mimimum setback from the existing private access easement(located on the west) shall be 210 feet. Minimum setback from the north property line shall be 87 feet. Minimum setback from the south property line shall be 20 feet. Minimum setback from the east property line shall be 837 feet 8 inches. 18.) The application was reviewed by the Jefferson County Department of Community Development staff on October 24, 2001 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code(UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Landslide Hazard Area - Level 1 (slight). 2.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 3.) A geotechnical report was not required or submitted for the single family residence. 4.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 5.) The parcel is a legal non-conforming lot that is designated as Rural Forest(RF-40) under the Jefferson County Comprehensive Land Use Plan Map, effective 8/28/98. 6.) This approval is for a single family residence with attached garage only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 7.) The site plan as submitted with the building permit application on October 8, 2001 has been revised as of April 16, 2002 and reviewed for consistency under the UDC.It and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved revised site plan dated April 16, 2002 and approved May 6, 2002 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 8.) A sewage disposal permit application (SEP94-00181) for a new alternative septic system was applied for on May 16, 1994 and issued March 24, 1998. The permit was cancelled March 1, 2001. 9.) Jefferson County has determined that the use of real property for agriculture and forestry operations is a high priority and favored use in the county. The county will not consider to be a nuisance those inconveniences or discomforts arising from such operations, if such operations are consistent with commonly accepted best management practices in compliance with local, state, and federal laws. If your real property includes or is within five hundred (500) feet of real property designated as Rural Residential 1:10 or 1:20, Rural Industrial, Rural Commercial, Agriculture, or Forestry, you may be subject to inconveniences or discomforts arising from such farming and forestry operations, including but not limited to noise, tree removal, odors, flies, fumes, dust, smoke, the operation of farm and forestry machinery during any 24-hour period, the storage and disposal or manure, and the application of permitted fertilizers and permitted pesticides. One or more of these inconveniences may occur as a result of agricultural and forestry operations which are in conformance with existing laws and regulations. 10.) The building height shall not exceed 35 feet. 11.) Construction of the single-family residence and attached garage will disturb more than 10,000 square feet of the property.A Stormwater Management Permit is required for the proposed development.An Engineered Stormwater Site Plan, Large Parcel Erosion and Sediment Control Plan including a Permanent Stormwater Quality Control (PSQC) Plan is required for the proposal. The applicant has submitted each of the above required plans. Each has been prepared by a licensed engineer. 12.) The applicant is proposing to create or add 8390 square feet of impervious surface and 52,270 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal submit a Stormwater Management Plan. The applicant submitted a Stormwater Management Plan with the following elements (large parcel erosion and sediment control plan &, permanent stormwater quality control plan) on May 3, 2002. 13.) The Stormwater Management Plan submitted 5/6/02 adequately addresses the Stormwater Manual Criteria#2-11; criteria #2-11 in Sections 1-2.6 through 1-2.1.5 of the Puget Sound Manual; and criteria # 1-15 in Sections 1-2.5 of the Puget Sound Manual.
