SUBJECT: Agenda Item — Nomination of Rob Harbour to the
Conservation Futures Citizen Oversight Committee
STATEMENT OF ISSUE:
Conservation Futures Citizen Oversight Committee (CF Committee) Chair Rick Jahnke, Vice
Chair Lorna Smith, Member Jerry Gorsline and Tami Pokorny (staff) recommend that the BoCC
appoint Rob Harbour to serve out the term for the "open interest" seat that was recently
vacated and expires on March 18, 2017.
ANALYSIS /STRATEGIC GOALS /PRO'S and CON'S:
A vacancy on the CF Committee was advertised in the The Leaderon January 8, 2014. Mr.
Harbour expressed interest by the January 24 deadline. He was the only applicant for this seat.
Three CF Committee members and staff reviewed Mr. Harbour's application materials and
interviewed him in person on January 31. We agreed that, although he became a Jefferson
County resident relatively recently, his background and experience make him exceptionally well -
suited to participate in the committee and evaluate the merits of open space projects. Mr.
Harbour was a planner for Island County, a member of the Whidbey Island Land Trust Board of
Directors, manager of Ebey's Landing National Historic Reserve, and a planning director for the
Town of Coupeville before moving to Port Townsend about six months ago. His career has also
included serving on the Island County Conservation Futures Technical Advisory Committee. If
appointed, Mr. Harbour would like to represent the interest "Working Lands" on the CF
Committee.
FISCAL IMPACT /COST BENEFIT ANALYSIS:
There is no fiscal impact to the county's General Fund for appointing Mr. Harbour to serve on
the CF Committee.
