Statement of Issue:
The issue is requesting execution of the Supplemental Consultant Agreement #2 with
Exeltech Consulting, Inc. of Lacey, WA. for providing additional construction engineering
administration support services for the Queets Bridge Painting, CR1881 project.
Analysis /Strategic Goals /Pro's & Con's:
This project consists of repainting the steel bridge girders and bracing members of the
Queets Bridge. The work includes minor girder web bracing, abrasive blasting, treatment
of pack rust, containment of wastes, and repainting with a primer and top coat paint
system. Additional construction engineering administration support services are necessary
due to project delays.
This supplemental agreement will provide additional construction engineering
administration support services by Exeltech Consulting, Inc., through the end of the
construction engineering closeout phase.
Fiscal Impact /Cost Benefit Analysis:
The maximum amount payable for consultant services under this Supplemental Consultant
Agreement #2 is $7,500.0 0. These consultant services will be eligible for reimbursement
from the Federal Highway Administration, Bridge Rehabilitation Off System funding at the
rate of 100%.

Recommendation:
The Board is asked to execute the three (3) originals of the Supplemental Consultant
Agreement #2 with Exeltech Consulting, Inc., and return two (2) signed originals to
Public Works (attn. John Wayand).

The Local Agency of Jefferson County, Washinglon desires to supplement the agreement entered into
with Exeltech Consulting Inc. and executed on April 1, 2013 and identified as Agreement No. Queets
2013 -1.
All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:
Section II, SCOPE OF WORK, is hereby changed to read:
As specified in Exhibit "B ".

Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of
calendar days for completion of the work to read:
December 31, 2014

Section V, PAYMENT, shall be amended as follows:
Original Agreement: $186.237.33 ( April 1. 2013)
Supplemental Agreement #1: $42,522.34 (November 18, 2013)
Supplemental Agreement #2: $7,500.00 (Requested)
New Agreement Maximum Amount Payable: $236,259.67
as set forth in the attached Exhibit A, and by this reference made a part of this supplement.

Scope of Work
The scope of work for this Supplemental Agreement contains the following additional work:
1. Additional construction engineering administration work for the project closeout phase. This
additional work includes all work as specified in the original consultant agreement: project
administration for the construction engineering phase, project management, project meetings, and
construction documentation. The additional work is due to an anticipated extended closeout phase
duration.
