HomeMy WebLinkAbout031714_ca08Consent Agenda JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners (BOCC) Philip Morley, County Administrator FROM: Carl Smith, Department of Community Development Director DATE: March 17, 2014 SUBJECT: 2014 Jefferson County Study Partnership Agreement with FEMA ATTACHED: Study Partnership Agreement STATEMENT OF ISSUE: The Federal Emergency Management Agency (FEMA), in cooperation with numerous other agencies, intends to conduct a major Study in Jefferson County, named the 'RiskMAP" project, with a variety of deliverables, including updated flood insurance rate maps (FIRMS). FEMA has prepared a "study partnership agreement' that outlines the various roles and responsibilities of the partners. The County is requested to signal its commitment to actively participate in the Study by providing a non - binding signature to the agreement. The Study is planned to take place from early 2015 through summer of 2016. ANALYSIS: The first page of the agreement document (attached) summarizes the goals, actions and outcomes of the study. The following is a brief excerpt: "The information provided by this project can be used by these communities to enhance their hazard mitigation plans, make informed decisions to improve resilience to natural hazards, and raise awareness about local risks to hazards so that they are better informed and prepared to take actions to reduce their risk. " Jefferson County is requested to provide several forms of assistance for the Study, including information that may be of use in the Study, assistance with public meetings to present drafts of Study, and the County is also requested to use the final information resulting from the Study in future hazard mitigation plans and for other uses. A summary description of the anticipated County portion of the Study is shown on page 9 of the agreement. In January, 2014, FEMA sent a draft of the Study agreement and requested comments. Comments were provided by the Departments of Central Services, Emergency Management, Public Works and Community Development. Comments were generally supportive of the County's participation in the Study. Consent Agenda FISCAL IMPACT /COST BENEFIT ANALYSIS: There is no direct cost to the County for this Study or the agreement. There will be some indirect cost for the staff time needed to provide information and for participating in meetings or assistance with arranging meetings and distributing, reviewing and commenting on Study information. The Study results are expected to be beneficial to the County, by providing up -to- date information on risk assessment and mitigation planning. RECOMMENDATION: Staff recommends the BOCC sign the attached Study agreement.
