Subject: Local Agency Agreement Supplement #2 with Washington State Department
of Transportation for the Rick Tollefson Trail Phase 1, County Project

Statement of Issue: A Local Agency Agreement Supplement with the Washington State Department
of Transportation (WSDOT) is necessary in order to obligate additional Surface Transportation
Program (STP) funds in the amount of $98,844 for the Rick Tollefson Trail Phase 1 project.
Analysis /Strategic Goals /Pro's £t Con's: The Rick Tollefson Trail Phase 1 project will construct a
multi -use trail connecting HJ Carroll Park with Old Hadlock Road crossing the Chimacum Valley. The
project is number 10 in the 2014 - 2019 TIP. The cost increase is due primarily to unanticipated
wetland mitigation requirements and associated project delays.
Fiscal Impact/Cost Benefit Analysis: The Local Agency Supplement obligates $98,844 of additional
STP funding for completion of the Preliminary Engineering Phase for this project. The Federal
Highway Administration (FHWA) will pay 86.5 %, and the County will be responsible for 13.5 %.
Recommendation: The Board is requested to sign the three original Local Agency Agreement
Supplements. One fully executed original will be returned to the Board after execution by the
Washington State Department of Transportation.

All provisions in the basic agreement remain in effect except as modified by this supplement.

Design, acquisition of Right of Way, and construction of a 10 foot wide multi -use trail with 2 foot wide shoulders on a new alignment. Trail requires
one bridge over Chimacum Creek. The trail is part of a non - motorized transportation network that avoids roads and connects recreation areas.
