Subject: Local Agency Agreement Supplement with the Washington State
Dept. of Transportation ( WSDOT), Access Preservation: Upper Hoh
Road, Olympic National Park, CR1896, Federal Aid Project No.

Statement of Issue: The attached Local Agency Agreement Supplement with WSDOT
is necessary in order to complete the Preliminary Engineering for the Access
Preservation: Upper Hoh Road, Olympic National Park project, which consists of
culvert replacements at three sites, Upper Hoh Road MP 3.338, Upper Hoh Road MP
4.38, and Upper Hoh Road MP 6.95.
Analysis /Strategic Goals /Pro's I't Con's: Jefferson County has been awarded Federal
funding through the Public Lands Highways Discretionary (PLHD) Program. The
proposed culvert replacement projects on Upper Hoh Road are necessary to maintain
reliable access for resident, business and Olympic National Park visitor use. This
supplement is for right of way and design costs that were not anticipated when the
original Local Agency Agreement for Preliminary Engineering was obligated.
Fiscal Impact /Cost Benefit Analysis: This supplement will add $90,799 to the
preliminary engineering funding. This will be funded at 100% by the Federal Highway
Administration.
Recommendation: The Board is requested to sign the three originals of the Local
Agency Agreement Supplement, and return to Public Works.

The Local Agency requests to supplement the agreement entered into and executed on September 23, 2011
All provisions in the basic agreement remain in effect except as modified by this supplement.
The changes to the agreement are as follows:

Culvert replacement at Upper Hoh Rd. MP 3.338 including maintenance and safety upgrades as necessary. Additionally,
substandard culverts at MP 4.3 and MP 6.9 will be replaced.
Reason for Supplement
This supplement is for increased consultant fees and increased county staff time. A consultant supplement was approved in the
amount of $40,637 for right of way surveying and preparation of right of way plans at the 3 sites. Agency staff costs increased over
the original estimate due to increased right of way costs, and examination of additional design alternatives at the 3 sites.
