HomeMy WebLinkAbout040714_ca13Department of Public Works O Consent Agenda Page 1 of 1 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Philip Morley, County Administrator From: Monte Reinders, Public Works Director /County Engineer X Agenda Date: April 7, 2014 Subject: County Road Administration Board (CRAB), Emergency Prospectus for the Dosewallips Road 2014 Slide Repair Statement of Issue: On March 6, 2014 a landslide occurred at MP 1.67 on the Dosewallips Road (FFC08) damaging the roadway and depositing a large volume of mud and debris in the yards of local residents. The Board of County Commissioners declared a state of emergency on March 10, 2014 and the County commenced with cleanup and repair of the site. The emergency repair was done using a local contractor and county forces. Analysis /Strategic Goals /Pro's ft Con's: This emergency prospectus requests approval for funding from the Rural Arterial Program (RAP) to help pay for the emergency repair and subsequent permanent repair. Fiscal Impact /Cost Benefit Analysis: The cost estimate for the emergency repair is $126,000 and the cost estimate for the permanent repair is $160,000. This prospectus requests that the CRAB Board approve emergency funding in the amount of $286,000. The County share is $28,600. Recommendation: Sign the attached emergency prospectus and return it to Public works for further processing with the CRAB Board. DAMAGE, COUNTY RESPONSE, AND DECLARATION Review WAC 136 - 163 for details on eligibility On March 6, 2014 a landslide occurred at MP 1.67 on the Dosewallips Road (FFC 08) damaging the roadway and depositing a large volume of mud and debris in the yards of local residents. The Board of County Commissioners declared a state of emergency on March 10, 2014 and the County commenced with cleanup and repair of the site. The emergency repair was done using a local contractor and county forces. The emergency repair consisted of debris removal, construction of an access road, placement of rip rap buttressing the toe of the slope, slope repair using large rock and pit run gravel, placement of top soil and erosion control fabric. Work remaining consist of landscaping and roadway pavement repair. The estimated cost for the emergency repair is $126,000. There is significant subsurface water at this location and in order to further protect the slide area the County is planning additional repair work consisting of installing catch basins, under drains and extruded asphalt curb to direct water away from the slide site. Work will also include guardrail and pavement overlay. The cost estimate for this work is $160,000.
