HomeMy WebLinkAbout052714_ca07Department of Public Works O Consent Agenda Page 1 of 2 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Philip Morley, County Administrator From: Monte Reinders, Public Works Director, County Engineer /1111/ Agenda Date: May 27, 2014 / Subject: Local Agency Agreement Supplement #5 with Washington State Department of Transportation For Queets Bridge Painting, Bridge No. 8W, Clearwater Road MP 0.60 to M.P. 0.76, Project No. CR1881 Statement of Issue: A Local Agency Agreement Supplement #5 with the Washington State Dept. of Transportation is necessary in order to re- distribute existing federal funding to the Construction Engineering phase for the Queets Bridge Painting project. Analysis /Strategic Goals /Pro's Ft Con's: This project consists of repainting the steel bridge girders and bracing members of the Queets Bridge. The work includes minor girder web bracing, abrasive blasting, treatment of pack rust, containment of wastes, and repainting with a primer and top coat paint system. Re- distribution of the existing funding from the Construction Contract category to the Construction Engineering category is necessary due higher project management and construction engineering costs required for an extended project close -out period. Fiscal Impact /Cost Benefit Analysis: The total project cost is estimated at $2,969,652, and is funded at 100% by the Federal Highway Administration. The total funding amount remains unchanged. This supplement moves $55,000.00 into the construction engineering line to pay for additional project management and construction engineering. Recommendation: The Board is requested to sign the three original Local Agency Agreement Supplement #5 documents. The changes to the agreement are as follows: Project Description Name Queets Bridge Painting Length 0.16 Termini Clearwater Road Description of Work 0.60 to milepost 0.76 ® No Change The proposed work consists of repainting the si eel girders and cross bracing. This will include the following general items of work: (1)providing a containment system, (2) abrasive blasting to remove existing palm, (3) treatment of pack not, (4) disposal of waste, (5) repainting with a primer and topcoat painting system, (6) traffic control, and (7) minor girder web bracing in Span 1 and Span 4. Reason for Supplement increase of CE Agency amount due to higher than originally estimated project management and construction engineering costs, during an extended project close -out period. The extended close -out period is due to investigation and processing of a claim by the contractor. Supplement #5 shifts a portion of unused CN Contract amount to the CE Agency amount.
