Statement of Issue: Change Order No. 1 with Seton Construction for the Oil City
Road MP 8.8 Riprap Stockpile, County Project No. X01945.
Analysis /Strategic Goals /Pro's Et Con's: Oil City Road at MP 8.8 experienced severe
bank erosion during March, 2014. The road is now at risk of being washed out at this
location. Public Works recommends taking immediate action to construct a riprap
stockpile along the road adjacent to the bank erosion. Public Works has executed a
contract with Seton Construction in the amount of $72,900 to perform this work.
Change Order No. 1 is necessary in order to add a pay item for 'Flaggers and Spotters'
to the contract.
Fiscal Impact /Cost Benefit Analysis: Change Order #1 will add $4,749.30 to the
contract, increasing the contract amount from $72,900.00 to $77,649.30. This will be
funded at 100% by the County Road Emergency Repair Fund,
Recommendation: Public Works recommends that the Board execute all three
originals of Change Order No. 1 with Seton Construction and return two (2) originals
to Public Works for further processing.

The Contractor shall provide Flaggers and Spotters at the following hourly rates and per diem rate:

Flagger and Spotter (including pickup and traffic control devices) $54.95 $81.34
Per diem for flagger $75 /day
The total Flagger and Spotter hours are estimated to be 50 regular time hours and 20 overtime hours. The total
estimated days for Per diem is 5 days. Therefore, the estimated net change is equal to ($54.95/hr X 50 hr) + ($81.34/hr
X 20 hr) + ($75 /day X 5 days) _ $4,749.30
All work materials and measurement to be in accordance with the provisions of the standard specifications and
special provisions for the type of construction involved.
