Statement of Issue: Letter of appreciation to WSDOT Highways and Local Programs Director
Kathleen Davis for helping to secure $942,705 worth of "toll credits" to fulfill the County's
match requirement on a $13.9 million Federal Lands Access Program (FLAP) project designed
to protect access on the Upper Hoh Road,
Analysis /Strategic Goals /Pro's l3 Con's: The County was awarded a $13.9 million Federal
Lands Access Program project in 2013 which will protect and rehabilitate infrastructure on
the Upper Hoh Road. Federal Highways Western Federal Lands will administer and deliver the
project. The County match requirement of $942,705 could not have been achieved had it not
been for the efforts of Highways and Local Programs to substitute "toll credits" for this
match. This means the County will not have to invest any actual funds in order to move
ahead with this important project. Federal Highways allows States to use, as a credit towards
a project's local share, certain expenditures it has made with toll revenues. WSDOT has
agreed to allow the County to use a portion of its "toll credits" for this project in recognition
of the Memorandum of Understanding signed by State and Federal partners to support the
County's efforts to maintain access on the Upper Hoh Road,
Fiscal Impact /Cost Benefit Analysis: None
Recommendation: Sign this letter and mail to Highways and Local Programs.

Dear Ms. Davis:
Jefferson County would like to take this opportunity to thank the Washington State Department of
Transportation, Highways and Local Programs Division for its ongoing support of our efforts to
maintain access on the Upper Hoh Road serving the Olympic National Park's Hoh Rainforest. This
was demonstrated most recently through H &LP's successful efforts to secure $942,705 in "toll credits"
to fulfill the County's local match requirement for the Federal Lands Access Program project. Without
this match, Western Federal Lands would not have been able to proceed with $13.9 million worth of
federally funded infrastructure and rehabilitation projects on this road. H &LP staff has demonstrated
time and time again a willingness to assist Jefferson County with the challenges it faces on its Park
access roads. Whether it is securing federal funding to make repairs after a storm, or helping the
County navigate complex federal environmental process, or participating in multiple stakeholder
meetings designed to find better management solutions for the road, H &LP staff have been there to
help Jefferson County. We greatly appreciate this spirit of partnership which allows us to keep these
Park access roads open for the many visitors coming to our State and County.
